&1 has been specified on a prior DECLARE VARIABLE statement.

Message Long Text :

Cause . . . . . : A host variable cannot be specified more then once on a DECLARE VARIABLE SQL statement. UCS-2, UTF-16, and UTF-8 variables defined using an external file or defined as a UCS-2 data type in RPG cannot be specified on a DECLARE VARIABLE SQL statement.
Recovery . . . : Remove the host variable from all but one of the DECLARE VARIABLE statements. Unicode variables must be removed from the DECLARE VARIABLE statement. Precompile the program again.
