&1 can not be used on a DECLARE VARIABLE. &1 is a level 49 variable character definition.

Message Long Text :

Cause . . . . . : The host variable appears in a DECLARE VARIABLE SQL statement but it is defined as a level 49 and used as part of a COBOL varying character definition. The DECLARE VARIABLE must be specified for the varying character name not the 49 level name.
Recovery . . . : Correct the problem and precompile the program again.
