Length must be specified if scale is used.

Message Long Text :

Cause . . . . . : When the data type is DECIMAL, NUMERIC or DEC, the Scale field may not be used if the Length field is not specified.
Recovery . . . : Do one of the following and try the request again:
-- Blank out the Scale field.
-- Specify a value for the Length field from 1 to 63 and specify a value for the Scale field from 0 up to the value specified for the Length field.
