GROUP BY clause must be specified if HAVING clause is used.

Message Long Text :

Cause . . . . . : You have specified the HAVING clause (information following the HAVING keyword), but you have not specified the GROUP BY clause. The HAVING clause is not allowed without the GROUP BY clause.
Recovery . . . : Either remove information following the HAVING keyword, or supply columns (fields), separated by commas, following the GROUP BY keywords.
