Interface &1 not started. Local interface &2 inactive.

Message Long Text :

Cause . . . . . : Interface &2 is specified as the associated local interface for interface &1. However, interface &2 is currently not active.
Recovery . . . : Interface &1 cannot be started until its associated local interface &2 is active. Do one of the following and then try the request to start &1 again.
- Use the Start TCP/IP Interface (STRTCPIFC) command to start interface &2.
- Use the Change TCP/IP Interface (CHGTCPIFC) command to modify interface &1 to specify associated local interface *NONE.
