Telnet user exit parameter &3 must be '0' or '1'.

Message Long Text :

Cause . . . . . : The user exit program registered to exit point &1 format &2 returned an invalid value for parameter &3. The value for parameter &3 was ignored.
Recovery . . . : Change the returned value for parameter &3 to either '0' or '1'. Then try the request again.
