EXCEPTIONS ERROR_MESSAGE and MESSAGE instructions

Symptom
Within a function module that was called up with
CALL FUNCTION ... EXCEPTIONS .. ERROR_MESSAGE ..
MESSAGE Ixxx/Wxxx/Sxxx messages are not output. These messages
appear in the batch protocol in batch, however.
Cause
Is intended. In batch, such messages should not cause an abend, they
are thus merely logged. A call with EXCEPTIONS ERROR_MESSAGE in the
online environment should behave in a similar fashion.
