Start fails, DpDgBind, gethost, localhost

Symptom
Starting the Sap System fails, the dispatcher and some working processes
terminate.
Error messages in the dev-Trace-Files in Working-Directory:
( Working-Directory "/usr/sap/
dev_disp:

usw.
dev_w1, dev_w1, usw. :
*** ERROR => e=22 semop(.....) (22: Invalid argument) Üsemux ...ð
*** ERROR => e=73 semop(.....) (73: Identifier removed) Üsemux ...ð
usw.
A ping on "localhost" indicates that "localhost" is not obtainable.
Unix command: "/etc/ping localhost".
Cause
The host with name "localhost" is not obtainable.
"localhost" addresses your own machine.
Cause is generally incorrect configuration of the host "localhost",
"localhost", its Internet address "127.0.0.1", or an incorrect start
of the network-loopback-interface when the operating system was started.
See "Solution" for more details.
Solution
Possible causes of error and their solution:
1) The file "/etc/hosts" contains no entry for 'localhost".
The line "127.0.0.1 localhost" must be entered.
Solution: enter respective line, Superuser status is normally
required ("root").
2) The network-loopback-interface is not configured
(depends on Unix derivation).
DEC/Ultrix:
The file "/etc/rc.local" contains no entry for "localhost"
or its own respective IP address "127.0.0.1".
Must have: "/etc/ifconfig lo0 localhost" or
"/etc/ifconfig lo0 127.0.0.1".
HP/HPUX:
The file "/etc/netlinkrc" contains no entry for "localhost"
or its own respective IP address "127.0.0.1".
Must have: "/etc/ifconfig lo0 inet 127.0.0.1 up"
IBM-RS6000/AIX:
The file "/etc/rc.bsdnet" contains no entry for "localhost"
or its own respective IP address "127.0.0.1".
Must have: "/usr/sbin/ifconfig lo0 inet 127.0.0.1 up"
SNI/SINIX:
The file "/etc/rc.inet" contains no entry for "localhost"
or its own respective IP address "127.0.0.1".
Must have: "/usr/sbin/ifconfig lo0 localhost up"
Solution: enter relevant line - Superuser status normally required
("root").
3) IF 1) and/or 2) were not fulfilled when the computer was started,
then the command from 2) must be executed by the Superuser.
4) Check:
a) The Ping command must indicate a connection to "localhost"
"/etc/ping localhost".
b) The Unix command "/etc/ifconfig lo0" must produce the following
results (depending on Unix derivation):
DEC/Ultrix:
"lo0: 127.0.0.1 netmask ff000000 flags=0x9
HP/HPUX:
"lo0: flags=49
inet 127.0.0.1 netmask ff000000"
IBM-RS6000/AIX:
"lo0: flags=b
inet 127.0.0.1 netmask 0xff000000 broadcast 127.255.255.255"
SNI/SINIX:
"lo0: flags=69
inet 127.0.0.1 netmask ff000000"
