No authorization for Transaction SE38, SA38

Symptom
When selecting SE38, SA38 the user receives the above message.
Only users with profile SAP_ALL can execute the transaction.
Cause
The transactions are checked via the STC with authorization
object S_ADMI_FCD.
Solution
Maintain and activate an authorization with value SA38 (SE38) for
object S_ADMI_FCD. Enter this authorization into a new or existing
profile and activate that profile. Enter the new profile in the
appropriate user master records.
or
manual maintainance of TSTC (SM31), delete the check object.
