Functions in Customs Import/Export Processing (Enhanced)

Use

Starting in Release 7.2 of SAP GRC Global Trade Services (SAP GRC GTS), you can use the following process-specific enhancements in import processing and export processing:

  • Incomplete customs export declaration (ICED) based on logistics documents
Starting in this release, you can create the ICED as a subsupplier in a third-party business transaction. The system helps you to determine the justified cases in which the authorities permit an ICED.
If the exporter and declarant of an ICED are identical, or if the exporter wants to submit the replacement customs declaration in a third-party business transaction, these processes can still be executed manually.
  • Incomplete customs export declaration and dispatch transit procedure
The replacement customs declaration that follows an ICED references the export transaction through the MRN (movement reference number). Accordingly, you have to enter the MRN as the registration number in the customs declaration. You have to configure this entry in Customizing for SAP GRC GTS. Starting in this release, the system evaluates this setting for all procedure areas. It is particularly relevant for dispatching transit procedures. Therefore, starting in this release, you have to activate manual entry of the registration number in each area in which you want to allow manual entry.
  • Sanctioned party list screening for customs declarations and customs shipments
If you activate sanctioned party list screening in addition to customs processing, you can screen customs declarations and customs shipments when you send messages. This enables you to ensure the legality of the business transactions for these documents before you declare them to the customs authorities. Screening is possible for all documents, whether they were created manually or based on logistics integration.
  • Detailed enhancements in the monitoring functions for customs processing and the transit procedure
Additional selection criteria in the monitors for customs processing and the transit procedure let you select these objects more specifically. You can optimize your process monitoring, for example, by restricting selection to the involved business partners.
  • Transfer of commodity codes from SAP ERP
To simplify the migration of classification information from SAP ERP to SAP GRC GTS, you can transfer commodity codes from export billing documents in SAP ERP to ASP GRC GTS transaction-specifically starting in this release. As such, you can implement product classification in SAP GRC GTS incrementally. A wide range of help and search functions are available, as well as functions for optimizing the work process - for example, reclassification and a worklist that collects products that have not been classified yet.
  • Upload of customs exchange rates
You can upload the currency exchange rates that a country's customs authorities fix for specific periods and publish on their Web sites. These exchange rates are the basis for value information, for example, and the dependent calculation of the customs duties for a transaction.
  • Hold goods receipt or goods issue until release
You can hold the goods receipt posting or goods issue posting for the current process until it is released by the customs authorities. You configure the corresponding settings in the plug-in that SAP GRC GTS provides for integrating the feeder system processes in SAP Enterprise Resource Planning (SAP ERP).
  • Upload and download of data defaulting rules
The defaulting rules that you define in Customizing let you define specific messages or values that the system uses to complete documents based on specified field contents. You define these rules in the master data. Starting in this release, you can download the values for the data defaulting rules to a file from one system and upload that file to another system. You can significantly reduce the manually effort required to define the rules and reuse your settings in downstream systems.
  • Upload and download of customs code lists
When you communicate with the customs authorities, you have to encode the information for consignments of goods in an officially specified format. To use these codes, you have to enter customs code lists for SAP GRC GTS in each one of your systems - for example, your test and production systems. Starting in this release, you can download the customs code lists to an XML file from one system and upload that file to another system. You can significantly reduce the manually effort required to enter the lists of codes and reuse them in downstream systems.
  • Authorization data for export processing
Starting in this release, you can enter commodity codes in the authorization data for export processing. This ensures that you enter the information from the authorization correctly, for example, when you receive authorization for specific chapters or sections of the nomenclature of goods.
  • Enhancement of the Business Add-Ins (BAdI) for default data
If you want to complete documents automatically without using the data defaulting rules, you can use the enhanced BAdI for default data. Starting in this release, the BAdI lets you use any or all of the document data as import parameters, and you can use all document data and combinations thereof to determine the default values.

The following enhancements require configuration or modifications in the Implementation Guide (IMG) for SAP GRC GTS:

  • Incomplete customs export declaration (ICED) and dispatch transit procedure
This IMG activity lets you define whether registration numbers (such as the MRN) can be entered. It is located under SAP Customs Management -> General Settings -> Communication Processes-> Define Control Settings for Communication Processes. Set the Manual Entry of Registration Number flag in the corresponding activity sequences for all procedure areas where you have to enter the MRN manually.
  • Sanctioned party list screening for customs declarations and customs shipments
To use sanctioned party list screening for customs declarations and customs shipments, you have to activate screening in the IMG activity for document activation under SAP Compliance Management. It is located under SAP Compliance Management-> General Settings-> Document Structure-> Define Document Types.
  • Hold goods receipt or goods issue
To hold the posting of goods receipts and goods issues, you must carry out the following activity in the IMG of the feeder system where you installed the plug-in for SAP GRC GTS. This activates the provided standard implementations:
  • Sales and Distribution-> Foreign Trade/Customs-> SAP Global Trade Services - Plug-In -> Activate Prevention of GI Posting If Export Permission Missingor Customs: Stop GR Posting (from Inbound Del.) if Unloading Perm. Missing.

  • Materials Management → Purchasing → Basic Functions-> Foreign Trade/Customs-> SAP Global Trade Services - Plug-In -> Activate Prevention of GI Posting If Export Permission Missingor Customs: Stop GR Posting (from Inbound Del.) if Unloading Perm. Missing.

In addition, you have to activate the prevention of follow-on documents for inbound deliveries (MM0B) and outbound deliveries (SD0B) in the detailed control settings for the transfer of document types. You configure this setting in the IMG activity Configure Control Settings for Document Transfer.
