Status Management: New Authorization Object B_USERST_T

Scope of Functions

Up to now an authorization check has only been performed for the manual setting or deletion of a user status.

Now an authorization check can also be forced for the automatic setting or deletion of a user status.

All the objects that use the general status management are affected (such as orders, projects, networks)
