Diagnosis
You tried to change assignments of a tax objects hierarchy to a company code. Basically, you do not have the authorization to do this.
System Response
In this case, the system does not allow you to change.
Procedure
Obtain authorization to change assignments (J_3RF_TAXA activity 02) from your user administrator.
