Diagnosis
You tried to transport assignments of a tax objects hierarchy to a company code. Basically, you do not have the authorization to do this.
System Response
In this case, the system does not allow you to transport.
Procedure
Obtain authorization to transport assignments (J_3RF_TAXA activity 21) from your user administrator.
