Diagnosis
You tried to change a tax objects hierarchy. Basically, you do not have the authorization to do this.
System Response
In this case, the system does not allow you to change.
Procedure
Obtain authorization to change tax object hierarchies (J_3RF_TAXH activity 02) from your user administrator.
Fill RESBD Structure from EBP Component Structure Vendor Master (General Section)
