You have to configure the Application Link Enabling (ALE) remote user.

Procedure
Use Change View RSADMINA (transaction RSCUSTA) to enter user as BW user for ALE.
Use Change View User in SS for ALE Communication (transaction RSCUSTV3) to enter user as SS user ALE.
