Thanks to those that replied thus far, and I'm uncertain if this is even
possible on the AS/400, but here goes...

I have created a user on the 400 with a home directory of /listserve/plan.
I gave the appropriate authorities to this directory for the user to only
read files.

This user will only be used via FTP, and this is what I'm hoping for: the
user logons via FTP; the ftp session is set to use name format 1; the
current directory is changed to /listserve/plan; a 'dir' is issued to
display all files in that directory. This way, the user simply FTPs to the
server and all files in their home directory are displayed, and they are
ready to start transferring files.

Currently, the user logons via ftp. If they enter a 'dir' command, all
libraries are listed, even if namefmt is set to 1 first.

I'm not certain if this solution can be obtained using an initial program,
etc. I'm open to all suggestions.
