Authorization/user tables during upgrade

Hi Doreen
Actually our approach is a little different. We bought a new 830 for
4.6c which is currently running 3.1i. We will upgrade that box to
4.6c. Our "old" production 3.1i (S30) is currently our upgrade test
cycle box and right now only serves that purpose. But this is where
we are creating new user roles and profiles for 4.6c.

Our current (3.1i) Dev/Tst system is a S20 and is basically useless
in a 4.6c environment so we won't even bother to upgrade those
installations. We intend to make the S30 our new Dev/Tst. So after
the last test upgrade cycle we will have a 4.6c Test system. We will
have to install a Dev instance but the immediate problem was how to
save work on authorizations during the test upgrade cycles.

Matt wrote that we can save the authorization work in the form of a
transport. Makes sense. Unless there are other options.
