| With this parameter, the administrator can specify in how many |
| characters in the new password must be different from the old password|
| if the uses changes his or her password. |
| This parmater does not have any affect when creatin new users or when |
| resetting passwords (==> Initial password). |

| The number of different characters is calculated as follows: |

| Both strings are brought to maximum overlap by rotation (search for |
| longest common string). The number of different characters (comparing|
| character for character) is the number being looked |
| for. |

| Example: Old password = "BDAFAG" (6 characters) |
| New password = "ABC DBA" (7 characters) |
| After rotation: "DBAABC " (7 characters) |
