File &1 was not restored to library &2 from set &3. (C I R)

Message Long Text :

Cause . . . . . : File &1, which is the next file to be restored to library &2, is an alternative index file (logical file). The file could not be created because of a problem with the physical file &5, which the alternative index file is based on. Error code &4 shown below describes the reason the create operation failed:
23 - The physical file was not found.
24 - The physical file member was not found.
33 - The physical file is in use and cannot be shared.
43 - The user was not authorized to the physical file.
Recovery . . . : Do one of the following:
-- Type C and press the Enter key to cancel processing.
-- Type I and press the Enter key to ignore this file and continue the restore operation with the next file.
-- Correct the error, type I, and press the Enter key to try the restore operation of this file again.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel processing.
I -- Ignore this file; continue with the next file.
R -- Try the operation again.
