Controller &24 on line &23 not contacted. (C R)

Message Long Text :

Cause . . . . . : An X.25 switched virtual circuit (SVC) call request has failed because the remote system has requested reverse charging and the local system is configured not to accept reverse charging.
Recovery . . . : Verify that the configurations are correct between the local and remote systems. The X.25 reverse charging (RVSCRG parameter) value on the local controller description may need to be changed.
-- Type C to cancel recovery and to inform any applications that are waiting for an operation that the recovery has been canceled.
-- Type R to try the operation one more time.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel.
R -- Try again one more time.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: Reverse charging not accepted.
