Controller &24 on line &23 not contacted. (C R)

Message Long Text :

Cause . . . . . : The system tried to call controller &24 on line &23, but the line is recovering from an error condition. Information about that error can be obtained from other system messages.
Recovery . . . : Locate the other system messages in the system operator message queue (QSYSOPR) or the configured message queue, and follow those recovery procedures.
Then do one of the following:
-- Type C to cancel recovery and to inform any applications that are waiting for an operation that the recovery has been canceled.
-- Type R to try the operation one more time.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel.
R -- Try again one more time.
Technical description . . . . . . . . : The reason code is &40: The local system attempted an X.25 call-out request on a line that is encountering a failure.
