Call on line &23 failed. Modem aborted call. (C N R)

Message Long Text :

Cause . . . . . : The local modem was unable to synchronize with the remote modem. The modem may return this error for the following reasons:
The local modem was unable to fall back to the speed of the remote modem.
The telephone line dropped while the modems were exchanging synchronization tones.
The local and remote modems are not set to the same speed.
The local and remote modems are not compatible.
Recovery . . . : Do the following:
Contact the X.25 packet switching network provider to verify that the local and remote modems are configured to the same speed and are compatible.
Verify that the telephone line is operational and the connection number (CNNNBR) parameter in the line description is correct.
Check your modem documentation to verify the configuration of the modems.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel the dial attempt to the X.25 network and all logical calls waiting for the connection. Any applications and subsystems that are waiting for an operation will be informed that the logical call has been canceled.
N -- Cancel the dial operation to the X.25 network using line &23 and attempt to complete the pending logical calls. Depending on values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call.
R -- Try the operation one more time when line &23 is available.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: V.25bis call failure, abort call.
The call failure indication (CFI) received from the modem was &46.
The modem sends this CFI if the modem abort timer expires after the modems start synchronization and before synchronization completes.
Check your modem documentation for further information on this CFI.
