Line &23 contact not successful on network interface &30. Addressing problem encountered. (C N R)

Cause . . . . . : The outgoing call for line &23 on network interface &30 cannot be completed because the local system has encountered a problem with its terminal end point identifier (TEI) used for communication with the network. The probable causes are:
-- Another device having a duplicate TEI is attached to the same interface as the local system (passive bus configuration).
-- If using a non-automatic terminal end point identifier, the value specified for the terminal end point identifier (TEID) parameter in the network interface is incorrect or the network is assuming automatic TEI assignment.
-- A network problem.
-- The network type (NETTYPE) parameter is not set correctly in network interface &30.
Recovery . . . : Do one or more of the following:
-- Ensure that other attached devices, if any, are using valid TEIs.
-- If using a non-automatic terminal end point identifier, use the Work with Network Interface Description (WRKNWID) command to ensure that the value specified for the TEID parameter is correct.
-- Verify that the network is operational.
-- Use the Work with Network Interface Description (WRKNWID) command to ensure that the value specified for the NETTYPE parameter is correct.
Reply to the message.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
R -- Try the dial operation to the remote ISDN system again using line &23.
C -- Cancel the dial attempt to the remote ISDN system. Any applications and subsystems that are waiting for an operation will be informed that the call has been canceled.
N -- Retry the dial attempt to the remote ISDN system. Depending on the values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call. The SWTLINSLCT parameter is only valid for X.25 configurations.
Technical description . . . . . . . . : The error log identifier is &22. The error code is &40, and has the following meaning:
46002570 - Automatic TEI assignment procedure failed.
4600257D - TEI was removed by the NT.
