Controller &24 contact not successful. Connect retry limit reached. (C R)

Message Long Text :

Cause . . . . . : The remote controller was polled while attempting to establish contact; however, no response was received and the connect retry limit has been reached. The probable causes are:
-- The controller description may not be configured correctly.
-- The remote controller is powered off.
-- A network problem.
-- A local hardware problem.
Recovery . . . : Do one or more of the following:
-- Ask the remote system operator to determine if any problem or configuration error exists at the remote system.
-- Use the Work with Line Description (WRKLIND) command to display line &23 or the Work with Controller Description (WRKCTLD) command to display controller &24. Examine the value of the following parameters:
IDLCCNNTRY - Connect retry count
IDLCRSPTMR - Response timer
If the value of either parameter is set too low, it may not allow enough time for the remote system to respond. If either parameter is set to a low value, increase the value of the parameter and try the request again.
Note: If a value for a parameter is specified on the controller description it overrides a value specified for the same parameter on the line description. If a value for a parameter is not specified on the controller description, then the parameter value on the line description will be used.
Reply to the message.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel recovery and inform any applications that are waiting for an operation that the recovery has been canceled.
R -- Try again one more time.
Technical description . . . . . . . . : The error log identifier is &22. The error code is &40.
