Internal system failure on line &23. (C G R)

Message Long Text :

Cause . . . . . : The system failed to detect a configuration parameter value that is not correct before it tried to use it.
Recovery . . . : Check the line description to determine which parameter is not correct. Use the display line description (DSPLIND) command to check the configuration. Select the change option on the Work with Line Description (WRKLIND) command to change the line description parameter.
NOTE: You may have to vary off line &23 before changing the line description.
Then do one or more of the following:
-- Use the Vary Configuration (VRYCFG) command to vary off line &23, then vary on.
-- Use the VRYCFG command to vary off line &23. Then specify *YES on the reset parameter of the VRYCFG command to reset the input/output processor (IOP) if allowed and to vary on line &23.
If the system sends a diagnostic message because other lines are varied on, vary off the lines. Then vary on line &23, specifying *YES on the Reset parameter if allowed. Vary on the other lines.
Then do one of the following:
-- Type C to cancel recovery and to inform any applications that are waiting for an operation that the recovery has been canceled.
-- Type G to start the automatic communications recovery again as defined by the system communications recovery limit (CMNRCYLMT) for line &23.
-- Type R to retry the operation.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel.
G -- Start automatic recovery again.
R -- Try again one more time.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: Either a system error has occurred or the system failed to detect a configuration error. If the error code is listed below, the meaning is given.
33002A4A -- Invalid LSAP address.
