File label &16 at sequence number &17 not valid *PGM object.

Message Long Text :

Cause . . . . . : File label &16 at sequence number &17 is not a valid label or is not the first in the sequence for program objects for product &1 option &2 release &4.
Recovery . . . : Use the Display Tape (DSPTAP) command to look at the files saved on the tape. Specify the first file in the sequence for *PGM objects or load the correct tape, and then try the request again.
