File &2 in library &3 specifies overlays which will be ignored.

Message Long Text :

Cause . . . . . : The overlay parameter was specified but ignored. The reason code is &7. The reason codes and their meanings are as follows:
1 - The data stream being spooled is Advanced Function Printer Data Stream (AFPDS), Line data, or Mixed data. If overlays are to be included in the printed data, the overlay must be specified at the system which created the printed data.
2 - The data stream being spooled is Line data or Mixed data. Overlays specified on the printer file are ignored for these data stream.
3 - The printer file used specified SPOOL(*NO). Overlays are only supported with printer files which specify SPOOL(*YES). If you want overlays to be printed with the text, change the printer file to specify SPOOL(*YES) and route the data to an Intelligent Printer Data Stream (IPDS) printer which is configured as AFP(*YES).
