CHOICE attribute or text is required on &1 tag, and you cannot use both.

Message Long Text :

Cause . . . . . : The CHOICE attribute was specified when text was used on the &1 tag or the CHOICE attribute was not specified and text was not used.
Recovery . . . : Remove the CHOICE attribute from the &1 tag or remove the text for the &1 tag if both text and the CHOICE attribute are used. If neither text or the CHOICE attributes are used add one of them to tag &1. Then try the request again.
