Creation data observability required for program or service program.

Message Long Text :

Cause . . . . . : Program or service program &1 in library &2 could not be created because at least one module is enabled to collect profiling data, and at least one other module does not contain creation data observability. If a program or service program is to be created with one or more modules enabled to collect profiling data, all the modules must have creation data observability.
Recovery . . . : Do one of the following, and try the request again:
-- Change the modules that are currently enabled to collect profiling data to no longer be enabled to collect profiling data.
-- Create the modules that do not contain creation data observability again from source.
