Authority value must be special value or authorization list name.

Message Long Text :

Cause . . . . . : The value you typed for the Authority prompt is not a valid special value or authorization list name.
Recovery . . . : Type one of the following in the Authority prompt: *LIBCRTAUT, *CHANGE, *ALL, *EXCLUDE, *USE, or the name of an existing authorization list. If you use the name of an authorization list, the public authority will be *AUTL (deferred to the public authority specified in the list).
