SAPXPG: MCH3602 on the latest version

A couple of weeks ago, we tried to get current with 4.6D kernel
maintenance: 368 kernel patch, and SAPXPG patch #4, specifically.

Since then, external commands have not been working correctly. They
work fine if I call a CL with no parameters:

CALL library/program

But I get an MCH3602 if I call a CL program with parameters:

CALL library/program PARM('p1' 'p2')

Prior to patch level 4, we've not had any problems. In fact, I put
the prior patch level of SAPXPG back, and the call works.

OSS has not been very helpful. Any suggestions (or sympathy) from
the group? Any new versions of SAPXPG in process? (patch level 4 is
still current this morning).
