Character constant conversion requires substitution.

Message Long Text :

Cause . . . . . : A character constant must be converted from coded character set identifier (CCSID) &9 to CCSID &10 for use in an expression or record selection comparison, but this requires the use of a substitution character. The expression or tested field is &7. The character constant is, or starts with, &3&4&5&6.
Recovery . . . : Remove the expression or test, type a different constant, use the processing option that causes character substitution warnings to be ignored, or (if you are creating a new query or changing a query saved with CCSID 65535) exit without saving the query and change your job CCSID so that the constant you want to use will not have to be converted or can be converted without using substitution characters.
