Social Balance Declaration (Belgium)

Verwendung

This report enables you to run the Social Balance.

The Social Balance (OC of 4/8/1996, appeared in Belgian National paper ('het Belgisch Staatsblad'/'le Moniteur Belge') on 30/08/1996) is a declaration that takes place once a year together with the annual statements of account. This declaration has to be given at the disposal of the National Bank of Belgium and is then used for statistical purposes.

The Social Balance gives an overview of the status of the personnel working in the company, the movement of personnel during the year, the use of the measures promoting the employment and the training of the personnel.

Voraussetzungen

  • The report is mainly using data saved during the periodical payroll calculations. For each of the periods coming into account for the Social Balance, the payroll must have run and all relevant data must be saved.
    The selection of the employees is mainly based on the existence of a contract in infotype Contract Elements (0016) - field Contract type (cttyp) and the social insurance employee specification in infotype Social Insurance B (0100) - field Specification EE (rszsp) as defined in feature Social Balance (BSOBA).
    Make sure that every employee who should be mentioned on the Social Balance is processed by payroll (for example employees absent for a long term because of illness or contract interruption).

  • The wage types relevant for working hours (code101) and personnel costs (code 102) need a value for evaluation class Social balance (15).

  • Maintain the following specific customising in the IMG:
  • Feature Social Balance (BSOBA);

  • Definition of the different contract types (table T5BVB);

  • Mapping table for the educational level (table T5BVD). If more than one record is registered in infotype Education (0022) the highest educational level (based on the mapping value) is taken into account to define the educational level of an employee (for example an employee with a secondary school study and a university study at the university level and not at the secondary school level)

  • Mapping table for the Personnel action type/reason type (table T5BO1).

  • Social Balance data (of the actual and previous year) (table T5BVH). The data concerning the number of directors (code 130) needs to be defined in this table every year before the run of the report. The data concerning the previous year (codes 100, 101, 102, 103 and 560) are maintained automatically but can be changed manually if required (for example when this report hasn't run the year before).

Funktionsumfang

Specific purpose of the report.

The declaration is divided in 4 paragraphs containing statistics. For each of these statistics, numeric codes correspond to a type of information (for example code 100 corresponds to the average number of employees during the year). For each of these codes, several figures have to be displayed like the detail for full-time and part-time workers, total, et cetera (for example: code 100 requires the number of the full-time employees, the number of the part-time employees, the total in Full-Time Equivalents and the total in FTE of the previous year).

The following paragraphs can be found on the Social Balance:

  • Paragraph I: State of the personnel working in the company.
Several statistics concerning the number of employed persons registered in the Personnel Register and the temporary workers and concerning the personnel costs related to these personnel.
  • Paragraph II: State of the employment in the company during the year.
This paragraph shows the entries and exits of the personnel detailed according to the kind of person, the kind of contracts, the study level etc.
  • Paragraph III: State of the usage of the measures promoting employment.
Several statistics to analyse the usage of the government measures to promote employment. In certain cases, the Social Contribution reduction conceded to the company has to be shown.
  • Paragraph IV: Information concerning the professional training.
Statistics concerning the costs and the number of employees who have attended some training during the year. These statistics are not yet available via this report.

Full versus short statement.

Some companies considered as large enough according to turnover criteria and according to the number of employees have to provide a full statement. The other companies have the possibility to provide a shorter version of the declaration in which the level of detail and some paragraphs of the statement are ignored (the shorter version is not yet available).

Legal entity.

The legislation specifies that a document should be printed per legal entity ('juridische entiteit' / 'entité juridique'). The report gathers all information for each legal entity and prints a distinct document for each of them.

Selection screen.

  • Button "Further selections".
By clicking on the button "Further selections" you can restrict the selection to a specified range of employees or a range of legal entities for which you want to run the social balance.
If you don't choose this option, the report will run for the whole master data.

  • Validity Date.
The previous fiscal year is proposed as default. A few months are available after the closing of the account books to make corrections in the financial statements. During this period the master data and the payroll results could be modified as well. It is important that the official documents (that will be sent to the National Bank) will be handled after the closing of the fiscal year. Before this date, the report should only be used for internal statistical purposes.

  • Check fields.

  • Board of director in system and Board of director counted as employee.
    These check fields influence the value of code 134.

    * In SAP-standard, a specific treatment for the directors in the master data and the payroll calculation is not provided. However, they can be integrated in the system.
    If this is the case, the field 'Board of director in system' must be selected and the number will be read by the report from table Social Balance data (t5bvh).
    * If the members of the Board of Directors are stored in the master data as employees (data element 'employment status' (ansta)) the result for the code 134 (number of employees) of the Social Balance could be wrong. In such a case, the two check fields must be selected. The number of employees is then automatically reduced with the number of directors as defined in table Social Balance data (t5bvh).

  • Test run ?
    This check field determines whether the run is a test or not. In case the test flag is not selected, the table Social balance data (t5bvh) will be maintained automatically by the program for later use in the next fiscal year.

  • Printing information.

  • Name of the form 'Full model'

  • Name of the form 'Short model'
    The choice between the Full Statement and the Short Statement is made by pointing out the required statement and the relevant form-name. The difference between the Short and the Full Statement is found in the printing of the data and not in the processing of the data. The form for the Short Statement is not available yet.

  • Language.
    Here you can define the language of the print document. If the required form doesn't exist in this language, the form will be printed in the original language.

Calculation of full-time equivalents.

The Full-Time Equivalent is calculated based on the proportion between the contractual hours of the employee (defined in infotype Contract Elements (0016) - field Maximum Hrs/Week) and the normal full-time hours, defined by feature 'Hours per week' (BEUWG).

Printing of the Social Balance.

Before printing the Social Balance an Error Message List is printed. On this list, error-messages, warning-messages and informative messages are printed. After this Error Message List, the system will enquire after some printer information.
Values not filled by this report will be printed as dashes (.....) to make the difference with non-existing or not-calculated values (zero or blank).

Limitations.

  • Codes 102 (personnel expenses): Only salary information will be provided at the moment (no information on employer contribution, no extra legal insurance).
  • Code 103 ('voordelen bovenop het loon' / 'avantages sociaux'). These costs can not be provided by the payroll clusters. They are not calculated by the payroll as they do not concern only one person but a group of employees or even the whole company itself (for example personnel festivities, departmental outing,..).
  • Codes 150, 151 and 152 (Temporary workers and persons at disposal): you receive this information from the company who sends the workers.
  • Codes 580 and 581 (Information concerning the professional training): not available at the moment.
  • Codes 400, 401, 402, 403, 501, 503 and 505: These codes concern the incentives in favour of employment and they have not yet been considered and adapted in the system.
  • Codes 406 and 407 (employment agreements): the reduction amount is not yet handled in the system.
