CHECK_CONTROL - get infos about the release-status of controls

This function is called by the control-framework (4.6A and higher).

As an import parameter it gets the Prog-ID of the current control.

The function checks several aspects of the infrastructure of this

control and informs the user of the control about special circumstances

if necessary:

- is the control released ?

- is it platformdependend ?

- should we show a message about this dialog ?

In this cases a dialog pops up and informs the user of the control/the

application with the control.
