Controls the first few steps for the assignment of capacity requirements to persons and the changes of existing assignments.
o The capacity requirements records are checked that they don't belong to a planned order
o The capacity of the capacity requirements records must be a personnel capacity
o The according orders are locked if they aren't
Afterwards the function module CY01_CAP_REQ_ASSIGN is called.
