CY01_OPR_DISPATCH_MANAGER - Calls the function to dispatch an operation

This function module is called by the flow control "main flow control" if the current function is "AV06" (dispatch operation).
If PARAMETER3 contains END_OF_FUNCTION the module to dispatch the operation is called with the working table. Otherwise the entries of the object table for operations are sampled.
The function is also called if for the dispatching of splits the same function code is used as for the dispatching of operations. In this case the working table of capacity requirements contains the splits and the function module for the dispatching of splits is called.
