This can be used to edit an existing validation or create a non-existentvalidation.

There are 2 ways create a validation.

1. VALIDATION_IMP contains the name of the validation to create. If it already exists it is edited instead of being created.

2. VALIDATION_IMP is blank. The user is prompted for the validation name. If it already exists an error message is displayed.
