Technical description . . . . . . . . : The following pools had zero W->I transitions.

The wait to ineligible transitions (W->I) in pool are zero and the faulting is within recommended guidelines. Some amount of W->I is desirable to prevent excessive faulting. The W->I of zero means the activity level could be too high, and if more jobs become active, the fault rate could become excessive. To prevent this from happening, lower the activity level for this pool.
