FOICC003 - Exchanges Subroutines

Description

This routine uses the last valid exchange rate.

It should be used in conjunction with currency averaging, because in currency averaging, the exchange rate is determined using the exact date.

If the date determined has the 'no rate' indicator set, the system tries to determine the last valid exchange rate using that date as an origin. It does not use the non-posted day rule.
