Description
External routine of the annual and monthly seniority calculation function (VESEN).
The general process consists of:
Checking whether the employee proceeds to the calculation.
Calculate the monthly seniority.
Calculate the annual seniority.
Maintain the payroll tables.

Output
Annual and monthly seniority amounts.
