Purpose

With this report you can display the list of automatic cover groups for the expenditure budget addresses, RIB objects/revenue cover groups of RIB rules and expenditure posting addresses belonging to them for your FM area, fiscal year and an availability control ledger (9H, 9I, or any customer-defined ledger). The annual availability control values are also displayed, both at the cover group level and at the budget address / posting address levels.

Notes
Manual cover groups are not taken into consideration in this report.

Posting addresses are only derived and displayed on demand, when you expand a budget address node in the hierarchical output list.

Integration

Prerequisites

This report is only relevant for the component Budget Control System (BCS).

Features

The report displays a hierarchical list of cover groups and their members including expenditure budget addresses and RIB objects/revenue cover groups of RIB rules (if the RIB call procedure is activated for the corresponding FM area and fiscal year).

A set of annual values are displayed for each node of the output list.

Depending on the type of node involved, the following values are available:

Cover group nodes

  • Consumable Amount on Cover Group: the total consumable budget (or total released budget, if releases define the consumable amount for availability control) in the cover group, shared between the members.
  • Consumed Amount on Cover Group: the total consumed amount in the cover group, reducing the consumable amount of the cover group.
  • Available Amount on Cover Group: the difference between the two previous columns: Consumable Amount on Cover Group minus Consumed Amount on Cover Group.

Budget addresses

  • Budget Memo Template: name of budget text template assigned to the budget address (this depends on the role of the address in the cover group: sender, receiver, or sender & receiver).
  • Consumable Amount on Cover Group: in this column the report displays the calculated contribution of the budget address to the total consumable amount in the cover group (see definition above).
    Note: this value does not refer to the sum of the eligible and non-eligible amounts of this address (see below).
  • Consumed Amount on Cover Group: the calculated contribution of the budget address to the total consumed amount in the cover group (see definition above).
  • Eligible Consumable Amount on Budget Address (ECA): part of the total consumable budget (or of the total released budget, if releases define the consumable amount for availability control) of the budget address, which is eligible for cover. A drilldown function is available for this value.
  • Non-Eligible Consumable Amount on Budget Address (NECA): part of the total consumable amount (budget or releases) of the budget address, which is not eligible for cover. A drilldown function is available for this value. The sum of the eligible and the non-eligible amounts (ECA + NECA) is the total consumable amount (that is, the total consumable budget or total released budget, according to the configuration of the control ledger) of the budget address.
    Note: in general this sum differs from the value displayed in the column Consumable Amount on Cover Group for this budget address.
  • Total Consumption on Budget Address (TC): total consumed amount on the budget address. A drilldown function is available for this value.
  • Available Amount on Budget Address (AA): total consumable amount of the budget address, reduced by the total consumption on this address.The corresponding formula is AA = ECA + NECA - TC.

RIB objects/revenue cover groups of RIB rules

  • Consumable Amount on Cover Group: in this column the report displays the calculated contribution of the RIB rule to the total consumable amount in the cover group. The calculation equals to the total available (or transferable) revenue amount (from column ECA, see below) minus the already transferred amounts towards the RIB rule's receivers through RIB budget documents (from column TC, see below).
    Note: this value corresponds to the value displayed in the column Transferable amount of the RIB Monitor.
  • Eligible Consumable Amount on Budget Address (ECA): total available (or transferable) amount of the RIB rule which is calculated based on the definition of the RIB rule (for example, using the rule's filter profile and RIB calculation formula) and the total posted revenues and revenue budget values.
  • Total Consumption on Budget Address (TC): in this column the report shows the total revenue amount which has been already transferred to the RIB rule's receivers through RIB budget documents.

Posting addresses

  • Total Consumption on Budget Address: In this column the report displays the consumed amount per posting address, which belongs to a budget address of the cover group. A drilldown function is available for this value.

Additionally, the following information is displayed:

  • Description/Role: the description of a cover group (short text), and the role of a budget address within the cover group (sender, receiver, sender & receiver or contributing RIB rule, if you have activated the RIB call procedure in your FM area).

The following options can be used to adjust the data display:

  • Layout options:Here you can specify a layout variant that you previously defined using the layout button in the output screen. This feature allows you to display or hide columns as desired.
  • Display options:You can select different options for displaying cover groups and their members. Please see the field help for more information.

Selection

Specify the FM area, fiscal year and control ledger to restrict the selection of cover groups.

You can also restrict your selection by specifying a range of cover groups.

Standard Variants

Output

The output screen contains two sections:

Report header

The FM area, fiscal year and control ledger are displayed.

Report list

The selected cover groups are displayed in a hierarchical structure, together with the budget addresses belonging to them. Posting addresses are also displayed for each budget address when one expands the corresponding node in the hierarchy.

The description of each cover group, the role of each budget address, and the annual values described above are displayed in columns for each account assignment, unless a different layout variant was selected.

Details of a node: Details of any node in the tree can be accessed simply by selecting the node and clicking the Display Details button in the toolbar. Note that the Details window is updated dynamically when you repeat the operation for another node, without closing the window.

Drilldown function: double-clicking a budget address or a posting address displays a list of related documents (budget entry documents or commitment/actual posting documents). You may then select a document in the list and display it. Choose Back (F3) to return to the initial report. For some values of the report list, such as the eligible consumable amount or non-eligible consumable amount, this function can be accessed directly by double-clicking the relevant value.

Budget memos: selecting a budget address and clicking the Display Budget Memo button allows you to generate the budget memo linked to the selected address, provided this address has a budget memo template assigned to it. The result is displayed in a dialog box.

RIB data: Select any RIB object/revenue cover group of a RIB rule in the tree and click the RIB Data button in the toolbar to display the corresponding RIB data in the RIB Monitor. Click Back (F3) to return to the initial report. Note that this function is available only when the RIB call procedure is activated in your FM area.

Special situations

Under certain circumstances, annual values referring to obsolete cover groups (cover groups which have been deleted after use) are still stored in the database. In this case, the report displays the obsolete cover groups in the output list, with a specific icon and a specific text in the "Description/Role" column, indicating that a reconstruction is needed to remove these obsolete values (transaction FMAVCREINIT).

The role of a budget address (sender, receiver, or sender & receiver) from the current cover group definition might differ from the role that this budget address had when the availability control values were stored. Such a discrepancy is noted in the "Description/Role" column, with a specific icon and text. A reconstruction is also needed in this case, to reconcile the current role of the budget address with the one used for data storage in the availability control database.
