RFMXPR49 - MIgrate existing FM/GM strategies to new Derivation Tool

Purpose
This XPRA converts all Funds Management (FM) and Grants Management (GM) derivation tool step rules defined in Release IS-PS 4.62 and Enterprise Release 1.0.
Integration
Starting with Enterprise Release 2.0, all FM/GM derivation tools use the new derivation tool (ABA) instead of KEDR.
Prerequisites
You are migrating from Release 4.62 (IS-PS) or Enterprise Release 1.0 toEnterprise Release 2.0. The report is only executed if no rules are already defined in the tables TABADRH, TABADRS, TABADRSF, and TABADRST.
Features
The following tables entries are converted to the new tables:
- TKEDRH -> TABADRH
- TKEDRS -> TABADRS
- TKEDRSF -> TABADRSF
- TKEDRST -> TABADRST
