Global Request Scheduler Execution

Purpose

The program can be called as a batch job. This way, the global request scheduler can be scheduled for the execution.

The global request scheduler has an overview of all the requests, which are not urgent for dispatch to the Task Managment package and have an appropriate status for dispatching (for example requests with low priority). These requests can be created by the host for TRM execution in advance. But TRM is responsible for deciding when to dispatch and execute them.
