Description

This report generates the data for the remuneration structure survey or the special survey on earnings.
The remuneration structure survey must be carried out every four years (for example, 2014, 2018) and the special survey on earnings is carried out on request. Both of these statistics are from sample surveys, i.e. only selected companies have to conduct it.
The statistical data comprises general information about the company as well as an employee list with the personal indicator, information on earnings in the month of April, and information on annual earnings. The employees are selected on a random basis. In order to do this, you are given a start number and a continuation number by the State Statistics Office.

Output

The statistical data is output in XML files which can be reported electronically to the statistical offices’ shared data entry (eStatistik.core).

The data included in the XML file for each employee can be displayed in an ALV output list. There is an ALV variant available for this purpose for every year in which a survey is carried out.

To check the evaluation, the company data included in the XML file is also displayed in a form. The names of the SAPscript forms used are defined in Customizing for Payroll: Germany. The standard SAP system provides a SAPscript form and a PDF form for this form. In the standard SAP system, the form is output as SAPscript. If you want to change this, you can specify the print output for print form group HR_DE_EHVE (Quarterly Earnings Survey) in Customizing under Specify Customer-Specific Output Type. If you want to use a customer-specific form, you can set this up under Specify Customer-Specific Form Names and Variants for Logical Forms.

XML File for Transmission to Data Entry eStatistik.core

After checking the data collected is correct, you can create the XML file for transmission to the statistical offices’ shared data entry. Start the report with the parameter 'Download as XML file' activated. During execution, the file is saved in dialog mode in the directory specified as parameter of your local computer.
During background processing, the XML file is saved in the directory specified as parameter of the application server.

The state statistics agencies can only process XML files of up to 4 MB. Therefore, if a large amount of data is supplied it is separated into several, serially numbered XML files.

If the checkbox Create Test Delivery is selected, all generated XML data is marked as test data. After transfer to the Statistical Federal Office, this data is discarded once more. In production systems, only genuine deliveries can be created in order to prevent test data being sent to the State Statistics Office for testing purposes too often. In all other system types, only test data can be created. Therefore this checkbox is not included.

Prerequisites

Customizing must be set up in accordance with the IMG. More information about the set up can be found in the relevant documentation (Payroll: Germany -> Reporting and Statistics -> Remuneration Structure Survey/Special Survey on Earnings).

Description of data determination

For information on the significance of the content of individual data records, please read the Verdienststrukturerhebung - Fachliche Spezifikation zur Liefervereinbarung für die Datenlieferung in XML-Format DatML/RAW (Remuneration Structure Survey - Technical Specification on the Delivery Agreement for Data Delivery in the XML Format DatML/RAW ) for the relevant year.

Data on the employee list

Determining employee attributes

  • Verdienstgruppe: Wage/salary group in accordance with CA
    The pay scale group (only with collective agreement or works agreement) is copied from the Pay scale group field in the Work center/basic pay (WPBP) table in the payroll results.
  • NumVerdienstregelung: Serial number of the collective agreement
    This is determined using feature DGLTR (Assignment of Numbers to Collective Agreements for Earnings Structure Survey). The name of the attribute is shown as a parameter.
  • Leistungsgruppe (benefits group):
    It is only necessary to indicate a benefits group if the employee is not assigned to a collective agreement provision or is remunerated in accordance with a non-collective agreement.
    a) The benefits group is assigned on the basis of the pay scale attributes in accordance with the settings in Customizing.
    b) The benefits group can also be assigned to individual employees via the Statistics infotype (0033). Automatic determination as described in a) is overridden if assignment is carried out via infotype 0033.
  • Geschlecht (gender):
    The gender is extracted from the Personal Data infotype (0002).
  • Geburtsjahr (year of birth):
    The year of birth is extracted from the Personal Data infotype (0002).
  • Eintrittsdatum (hiring date):
    Determined with the aid of the HR_ENTRY_DATE function module
  • Personengruppe (person group):
    The person group is read from the DUV table of the payroll result.
    Note:
    If the employee is a civil servant, the system automatically reports the following values:
    801 Civil servant without special features
    802 Civil servant trainee
    802 Civil servant trainee

    Two further person groups must also be reported:
    810 Executive employee
    820 Seasonal and temporary workers
    New exceptions for the remuneration structure survey are available for this purpose in Infotype Statistics (0033):
    0009 'PG 810 Executive Employees'
    0010'PG 820 Seasonal and Temporary Workers'
    In addition to subtype 0010, since 2018 the report now reads the seasonal workers indicator from the Infotype DEUEV (0020).
  • Taetigkeitsschluessel (occupational code):
    The 9 digit occupational code is read from the DUV table of the payroll result. For remuneration that is not liable to social insurance contributions, the report automatically reports '999999999'.

Information about working time

  • Wochenarbeitszeit (weekly working time): Regular weekly working time
    The regular weekly working time is determined on the basis of the Planned working time infotype (0007).
Special consideration for semiretirement
In the event of semiretirement, the contractually agreed working time s to be indicated. Determining the contractually agreed working time for the statistics depends on the setting in the Percentage previous working time field in the Semiretirement phases (V_T5DA5) table.
  • If the Percentage previous working time field for the current semiretirement phase contains the value 100.00, half of the weekly working time from the Planned working time infotype is shown in the statistics.

  • If the Percentage previous working time field for the current semiretirement phase contains the value 0.00, and 0 hours are indicated in infotype 0007 for the weekly working time, the most recent record from infotype 0007 with a weekly working time of more than 0 hours is found (working phase) and half of this working time is shown.

The value 0.00 in the Percentage previous working time field for the semiretirement phase could also be due to the fact that this setting has not yet been made in the V_T5DA5 table. In this case, half of the weekly working time indicated in infotype 0007 is shown in the statistics as long as it is not a phase from a part-time model according to V_T5DA5. If the weekly working time is 0 hours, the previous record from the working phase is found and the number of hours is halved.
In all cases in which the Percentage previous working time field does not contain the values 100.00 or 0.00, or if the semiretirement phase is flagged as a phase of a part-time model, the weekly working time from infotype 0007 is copied unchanged.
To enable unequivocal determination of the contractually agreed weekly working time during semiretirement, the Percentage previous working time field should be shown for all semiretirement phases.
  • ArbeitsstundenBezahlt (paid working hours): Paid working hours
    The paid working hours in April (without paid overtime) should only be entered for employees whose remuneration is calculated on the basis of the working hours. This number is therefore only determined for hourly wage earners (employee subgroup grouping = 1) from the DIVGV field in the WPBP table.
    Using the DIVGV field from the WPBP table can be overridden if wage types which contain the number of paid hours (without overtime hours) are entered in customizing for the cumulation wage type STBZ.
  • UeberstundenBezahlt (overtime paid): Paid overtime hours
    Data determined in accordance with the cumulation wage type STME breakdown

Earnings information for the month of April

  • Monatliche Verdienste (monthly earnings):
    Data determined in accordance with the breakdown for the cumulation wage types
  • BRUM (Gross Monthly Income/MVerdienstGesamt)

  • BRME (Monthly Overtime/MVerdienstDavonUeberstd)

  • BRZU (Monthly Bonuses/MVerdienstDavonZuschlaege)

  • LSTE (Employment Tax/MVerdienstDavonSteuerSoli)

  • SVAN ( Employee SI Contribution/MVerdienstDavonSV)

Information for the year

  • SVArbeitstageGesamt (total SI working days): Working days liable to social insurance contributions
    The paid working days and not the SI days are to be indicated. Unpaid days are only taken into account from an absence duration of 7 days. As 360 is to be entered for a year without unpaid days, 30 paid days per month are counted.
    Reduced working hours days with whole day non-productive time are also counted as unpaid days. As only the lost working days can be determined here, counting begins from 5 lost days in the month, extrapolated to 7 calendar days per week.
  • JVerdienstGesamt (total annual remuneration) and JVerdienstDavonSonstBez (annual remuneration of which other payments):
    (Annual earnings) Data determined in accordance with the breakdown for the cumulation wage types
  • BRUJ (Annual Gross/JVerdienstGesamt)

  • BRSJ (Annual Special Payments/JVerdienstDavonSonstBez)

  • JVerdienstDavonEntgeltumwandlung (annual remuneration of which remuneration conversion):
    Remuneration conversion
    Data determined in accordance with the breakdown for the cumulation wage types
  • EGUJ (Remuneration Conversions Annually/JVerdienstDavonEntgeldumwandlung)

  • Urlaubsanspruch (leave entitlement):
    Leave entitlement for the 2010 calendar year:
    Data determined using HR_DE_GET_HOLIDAY function module (leave is extracted from the Leave Entitlement (0005) infotype as well as from the Absence Quota (2006) infotype).
    For part-time employees, leave entitlement is to be indicated corresponding to the part-time percentage, based on the leave entitlement of a comparable full-time employee.
    Therefore, the following differentiation is made for part-time employees whose part-time working is identified via the Professional status indicator from infotype DEUEV (0020) or via the Part-time field from the 0007 infotype.
  • If the number of working days from infotype 0007corresponds to the number of days filed in customizing for the earnings structure survey as the basis for leave entitlement, then the number of leave days is reduced based on the employment percentage from infotype 0007 or, if this employment percentage is 100%, based on the employment level from the Basic pay (0008) infotype.

  • If the number of working days from infotype 0007 is less than the number of days filed in customizing for the earnings structure survey as the basis for leave entitlement, then it is assumed that the leave entitlement is already recorded with the reduced amount for part-time work and it is not reduced again.

If the data determination options are insufficient for your needs you can override the data determination per employee by implementing the MOD_STATISTIK_MONAT or MOD_STATISTIK_JAHR methods from the HRPAYDE_EHVS BAdI.
