Purpose

You use this report to identify retroactive taxable differences and to create proposals in the Retroactive Taxable Differences BE (3326)infotype.

Integration

Negative retroactive taxable difference amounts must be reported, in some cases, in a separate BELCOTAX declaration.

Prerequisites

You have made the required settings in Customizing for Payroll: Belgium,under Taxes → Tax Calculation → BELCOTAX Regularization: Payroll Settings for Certificate 281.25 → Retroactive Taxable Differences Process: Overview.

Features

Process

  1. The report performs a payroll run in simulation mode. The payroll calculation starts and returns the detection wage types with their corresponding retroactive difference amounts. These retroactive difference amount wage types are created by the Retroactive Taxable Differences Handling (BEIOH) payroll function.
  2. The report reads the payroll results for all the retroactive periods and, depending on the settings of feature BETAX, processes the detection wage types.
  3. Each retroactive difference amount is compared with the amount specified in the constant. If one of these amounts is lesser than the amount specified in the constant, then the differences (both positive and negative amounts) are displayed in the Retroactive Taxable Differences BE (3326)infotype.
  4. According to the value selected in constant RTDH1, a specific taxable decision is defaulted in the Retroactive Taxable Differences BE (3326)infotype:
  • Value 1: To be transferred

  • Value 2: To be claimed (281.25)

  • Value 3: Net to transfer

Note:
As of January 1, 2015, the option of a 'net transfer' in the context of Certificate 281.25 is not authorized anymore. With the net transfer, a stable and transparent solution cannot be guaranteed on the long term due to the diversity of combinations of different actions (taxable claim, taxable transfer, net transfer).

Result

The records created in the Retroactive Taxable Differences BE (3326) infotype are then reviewed by the payroll administrator. The payroll administrator then decides if the default infotype values should be changed, and if necessary, includes a comment to explain the decision taken.

Selection

In addition to the standard selection fields, the following selection fields are available:

  • Payroll Parameters
  • If you enter a date in the Force retro. accounting as of field, the report is run as of the retroactive accounting date for the selected personnel numbers, without checking the latest master data change date in the Payroll Status (0003) infotype. If you leave the field blank, the last master data change date in the Payroll Status (0003) infotype is compared with the in-period start date.

  • Execution parameters
  • The parameter Keep IT record if decision was registered is selected by default. When it is selected, the Retroactive Taxable Differences BE (3326)infotype records that were modified by the user are not deleted in a new run of the RPFCOUFB0 report.

  • If you select the Run in simulation mode checkbox, the report runs in simulation mode, that is, no records are created in the Retroactive Taxable Differences BE (3326)infotype.

  • If you want to process a large number of employees, you can use the No. of employees per batchto specify the number of employees to be processed in each batch. For example, if you have limited the number of employees per batch to 3 employees and you want to process a total of 90 employees, the system will process the employees in 30 batches.

  • If you activate the Administrator Mode (by selecting the Admin pushbutton in the top left corner of the selection screen), the records available in the Retroactive Taxable Differences BE (3326) infotype for the in-period are deleted for all the selected personnel numbers. As a result, the Delete IT records for EEscheckbox appears on the selection screen: it is selected per default and cannot be changed.

Output

The report displays the records created in the Retroactive Taxable Differences BE (3326) infotype and the HR master data in the SAP List Viewer (ALV).

If you choose the Simulation mode checkbox when running the report, the records are not saved in the infotype.

Activities

To access this report, on the SAP Easy Access screen choose Payroll → Subsequent Activities → Per payroll period → Reporting → Tax → Identification of Retroactive Taxable Differences.

Alternatively, you can enter transaction PC00_M12_COUFin the command field.
