Title

Social Balance Declaration (Belgium)

Purpose

You use this report to prepare a Social Balance Declaration.

A Social Balance Declaration provides an overview of the status of personnel working in the company, the movement of personnel during the year, the use of measures promoting employment, and the training of personnel.

The declaration is prepared and submitted annually, in conjunction with the company's annual statement of accounts. Declarations are submitted electronically to the National Bank of Belgium and are used for statistical purposes.

Declarations must adhere to the format prescribed by the tax authority.

Integration

Declarations can only be submitted to the National Bank of Belgium after the closing of the fiscal year, and only after any resulting changes to master data and payroll results are completed.

A declaration uses data saved during periodic payroll calculations. The selection of personnel for inclusion in the declaration is based on the following:

  • For non-employees, the existence of a contract in the Contract Elements (0016) infotype
  • For employees, the social insurance employee specification in the Social Insurance B (0100) infotype. More information regarding the selection process is defined in the Social Balance (BSOBA) feature.

Prerequisites

To prepare a Social Balance Declaration, the following prerequisites must be met:

  • A payroll run has been conducted for each of the periods relevant to the declaration.
  • All required system settings have been made in Customizing for Social Balance Declaration.

The values for the Social Balance Declaration are based on employee master data, calculated data, and retrieved data. However, In the standard system the data is not retrieved for all report sections. To retrieve data for sections three (temporary and other persons at disposal) and six (training and professional development), you are required to link to the wage groups used by your company. Features

Selection

The Employer Grouping and Employee Grouping fields can be used to generate the declaration according to company-defined criteria. These fields can be used to filter and investigate data for internal purposes, for example, to collate and compare data for resident versus non-resident employees.

The declaration can be prepared for a date range using the Reporting period fields, as follows:

  • If preparing the report for internal purposes, you can define the reporting period according to your requirements. For example, for a specific month, quarter, or other period.
  • If preparing the report for submission to the Belgian authorities, the reporting period is the same as that used for financial reporting. If you run the report for any other reporting period, the report results can only be used for internal statistical purposes.

If you select the Use External Datacheckbox, the Social Balance Declaration is created using historical and external data. The report reads the totals of the historical data of the previous year from the Social Balance: External and Previous Year Data (RPCSBUB0) report.

Output

The report log displays the report data by year, company ID, and employer grouping. To investigate the report data, you show detailed results. The resulting Log Displayscreen contains a Logscreen area, which contains a data summary, and a details screen area for report values by code or employee number.

The declaration is divided into various sections containing specific sets of statistics, as follows.

  • Persons employed (current and previous reporting period)
    This section provides summary statistics concerning the number of employees, hours worked, personnel costs, and financial benefits provided for male employees (code+"A"), female employees (code+ "B"), and total of employees, that is, men and women together (code+"C").
  • Persons employed (end of current reporting period)
    This section provides detailed statistics concerning the number of employees at the end of the reporting period, with statistics provided by contract type, gender and professional category.
  • Temporary and other persons at disposal
    This section provides statistics concerning non-employees who are at the company's disposal, such as temporary employees, contractors, and other third parties.
  • Personnel movements - arrivals
    This section provides statistics concerning personnel arrivals (such as newly hired employees) according to various criteria such as gender, role, and educational level.
  • Personnel movements - departures
    This section provides statistics concerning personnel departures (employees leaving the company) according to various criteria such as gender, role, and educational level.
  • Training and other professional development
    This section provides statistics concerning these training and professional development provided to personnel, include formal training, informal training, mentoring and apprenticeships.

The tax authority has assigned each row in the declaration a numeric code that is used to uniquely report statistics for an information type. For example, code 10001 is used to report the average number of employees for the current and previous reporting period. In addition, each numeric code is assigned a letter to further differentiate data, for example, according to the nature of the employment contract (full-time, part-time) or gender (male, female). For example, code 1001A refers to the average number of male employees working full-time, code 1001B refers to the average number of female employees working full-time, and code 1001C refers to the total number of employees working full-time. These codes are used in the report results to uniquely identify specific data and relate to a specific row and column in the declaration.

Within each section of the report output, you can investigate the report results by declaration code or by details. The detailed view displays the declaration results by personnel number.

If there is an error relating to the selection criteria or no data exists for the selection criteria, an Error messages popup window provides details of the error.

Activities

To access this report, on the SAP Easy Access screen, choose Payroll → Subsequent Activities → Annual → Lists/statistics → Social Balance Declaration → Generate Declaration.
