Purpose

This report creates the employment tax notification. It saves the data that is sent to the clearing house of the tax offices.

Function description

A notification is created for each employment tax place of work. By default, each personnel area in the table T001P is interpreted as employment tax place of work. You can combine places of work into employment tax places of work, in the personnel area reporting (sub-application LSTA) (see IMG).

Notifying retroactive accounting differences
Retroactive accounting differences are notified in the current notification period.

Repeatability of the employment tax notification
You can repeat the notification for past months, at any time. The report only includes payroll results up to the specified period.

External data
The report includes external data, i.e. employment tax data which does not come from the payroll results (e.g. flat-rate taxes from external travel expenses, employment tax from an external board of directors remuneration...).
You can put this data in a database table, per place of work and notification period. You can only enter or change this data if it has not yet been processed by this report.
(Menu Payroll Germany --> Subsequent Activities --> Per Payroll Period --> Evaluation --> Tax --> Employment Tax Notification --> External Data)

Notifying employer association contributions
The employer association contributions are notified separately, under the original place of work, in Bremen and the Saarland, if the employment tax place of work responsible is in another federal state.
The employer association contributions can be notified collectively for places of work in Bremen or the Saarland, in the personnel area reporting (sub-application LSTR or LSTS). See the relevant points in Customizing.

Notification period determination
The notification period usually matches the payroll period.
If the payroll for a period does not run in the same calendar month (e.g. advance civil servants' payroll in the previous month), the notification period can be the previous period.
The attribute DTXAP can specify, per payroll area, whether the payroll ran in this calendar month (default), or in the previous or next month. See the DTXAP attribute documentation.

Notification period type
The employment tax notification is usually created per calendar month. To allow an employment tax place of work to create notifications quarterly or annually, the corresponding notification period type must be entered in the Personnel Area Reporting Data (V_596M_A) Customizing view.
The places of work for which notification is to be quarterly or annually, must still be processed in the monthly report. The data generated is marked with the corresponding indicator in status table P01T_A_ADS. This means that this data is no longer processed with report Merge Employment Tax Notification (RPCTASD0). You can display the data saved using report Display Employment Tax Notifications (RPCTALD0).
At the end of the quarter or year, i.e. when processing payroll period 03, 06, 09 or 12, this data is summed and put in the database tables with the period flag 41, 42, 43 or 44 (1st-4th quarter) or 19 (year), and futher processed by report RPCTASD0.
Another notification period type is 'Never'. No employment tax notification is created for this setting. It should only be used if the personnel area/subarea only contains part-time employees according to §40a (2). A check is made whether there are really no wage types to be notified for the personnel area/subarea.

Inclusion of employment tax according to calendar years in statement (as of 2021).
As of January 2021, the employment tax must be split according to calendar years for which the wage was paid on the employment tax notification. In addition to the figures already available, the values from the previous year, the current year, and the subsequent year are included. For more information, see: Inclusion of employment tax according to calendar years in statement as of 2021.

Integration

This is the first report in the employment tax notification data creation and notification process.
