RPCUSSG0 - USS HR Interface

Purpose

You use this report to prepare personal data of employees for submission to USS (Universities Superannuation Scheme) via the Hartlink interface.

You can run this report several times for an employee before the USS Contributions report is run. With this report, you can only report changes in personal data such as name, addresses, communications, pension, absence and part time service information. If there are no changes in this data, then nothing is reported to USS, but the report updates the USS HR Interface database tables. These tables are used to store USS HR data.

USS HR Interface report aggregates personnel numbers with the same national insurance (NI) number on Variable Time Employment (VTE) Indicator/contract type level.

Note

The report stores the period for which you last ran it. You will be able to run it for that period again or for the period that immediately follows it. However, you will not be able to run the data for any previous periods.

Recommendation

You can run the report any time during the payroll period. However, we recommend that you run it after you exit payroll and before you have changed any employee data since the payroll run.

Limitations

  • The USS Hartlink interface does not accept any data changes dated back to before April 1, 2016. Any changes dating back to before this date are included in the Before GoLive Changes file and ALV list. You report this data to USS by phone or other method, as part of the adjustment process.
Do not submit the Before GoLive Changes file via the Hartlink interface.
  • Because the USS HR interface only accepts one record per national insurance (NI) number and VTE indicator in one file, all instances of multiple changes/records will be included in the Manual Reporting file and are displayed in a separate ALV list. You report this data to USS by phone or other method, as part of the adjustment process.
Do not submit the Manual reporting file via the Hartlink interface.
  • Absences are currently reported based on absence types regardless of whether the absence is a paid one.
  • We recommend that you do not send absence data to USS via the Hartlink interface; therefore, leave the table in Customizing for Great Britain -> Public Sector -> Higher Education and Research -> Interfaces -> USS Interface -> Map USS Absence Types (V_T5GPBS_USSABST) empty.
  • If more than one main scheme exists for a combination of NI number and VTE indicator status, the HR interface will aggregate the data of the separate schemes by NI number and VTE indicator status.

Integration

Prerequisites

  • Creating initial data in USS HR Interface database tables
Before you create any files for submission to USS, you must initialize the USS HR Interface database tables.
To do so, run the report for the period preceding the USS Hartlink Go-Live Period. You specify the USS Hartlink Go-Live Period in Customizing for Payroll Great Britain under Public Sector -> Higher Education and Research -> Interfaces -> USS Interface -> Determine Go-live Period for USS Hartlink Interface Reports.
If you do not make any settings in this Customizing activity, the report uses the 01. 2016 period as the default value.
To avoid the loss of any data changes when moving to the new interface, we recommend that you run this report immediately after you have last run the USS Contributions(RPUUSSG0) and USS Salary Changes(RPUUSSG1) reports for the previous month. Do not send the file to USS, this step is required only to create an initial status in the USS database tables.
From this point on, the HR Report will only report the data that have changed compared to this initial status.
  • Specifying alternative data sources
If you want to use alternative data sources for certain personal data, make the settings in Customizing for Great Britain under Public Sector → Higher Education and Research → Interfaces → USS Interface → USS Hartlink → BAdI: Alternative Data Sources for USS HR Interface.
  • If necessary, change the default logical path and filename for saving your file to your application server in the Customizing activity Define Logical File Names and Paths for USS Reporting Customizing activity. The default logical Filename of HR report is HR_GB_DIR_RPCUSSG0.

Features

The report reads the following data and compares it to the data that you last reported to USS:

  • Reads the latest available data stored on the Actions (0000), Personal Data (0002), Addresses(0006) and Communications(0105) infotypes
  • Reads pension, absence and part time service information stored in USS HR Interface tables from the earliest retroactive accounting date of the employee's current payroll area

If you run the report in live mode, it also does the following:

  • To keep a record of what data has been provided to the USS, the report updates any data that has changed since you last submitted data to USS in the USS HR Interface tables
  • Archives old data in the corresponding USS HR Interface archive tables
  • Prepares files with the data that has changed since you prepared your last report for USS
Note
Files that you create with this report are treated as if they were sent to USS, and the USS HR Interface tables are updated accordingly

If you run the report in test mode, the report will only display the data that has been changed since your last submission to USS.

Selection

If you report employee data to USS for more than one institution, you need to make sure that the employees whom the report selects for processing belong to the Institution ID that you specify in the Institution ID field. Otherwise, the report will reject employees who belong to another Institution ID and will include an error message in the report log.

Standard Variants

Output

The report displays the following datasets in SAP List Viewer and generates one file for each dataset:

  • HR Interface dataset (one record per personnel number from April 1, 2016)
  • Manual Reporting dataset (any further records per NI number and VTE indicator status from April 1, 2016 or records of employees which cannot be sent to USS such as Death or Retirement)
  • Before GoLive Changes dataset (changes before April 1, 2016)

For the HR Interface dataset, the report generates a file each month even when there is no data available. In this case, the report generates an empty file. For the Manual Reporting and the Before GoLive Changes datasets the report only generates outputs if relevant data are available.

Please note, there is a column called "Description" at the end of the SAP List Viewer where additional information on the HR record is displayed in some special cases. This extra field is not included into the HR files.

Any starting and ceasing dates related to DC AVC contribution are left empty. For more information, see SAP Note 2381788.

If you generate a HR Interface file that includes data indicating that a person (that is, personnel numbers with the same NI number and the same VTE indicator) has left USS, further changes to this person's master data are not included into any HR Interface file that you generate afterwards. Any master data changes that are relevant for USS reporting will be included in the Manual reporting files.

Caution

Send only the file with the HR Interface dataset to USS.

The files for the Manual Reporting and Before GoLive Changes data sets serve only to assist you in providing these data to USS by means other than the USS Hartlink interface.

The system stores the files according to the settings that you have specified in the Define Logical File Names and Paths for USS Reporting Customizing activity. The default logical filename is the following: HR_GB_DIR_RPCUSSG0.
