According to the instructions issued by NAV for the monthly tax and contribution return starting from 04.2006, this documentation contains the user information needed for creating the following data supply forms for private persons:

The company summary sheets can be created using the RPLVAVH0 or the RPLVAVHE program.

The file required by NAV can be generated with the RPLVAXH0 program.

can be used for forms generation. The program's objective is to prepare these lists for each employee in accordance with the specifications and parameterization options defined in the selection screen.

2.3,,Preconditions for running the program

Regarding employees in multiple relationships (with multiple personnel numbers), the employee's accounted payroll data will be cumulated on the tax data sheets, but on the contribution data sheets they will be listed on separate sheets by personnel number (by relationship).

Will be cumulated on tax data sheets

  • employees with the same tax number
  • employees linked with a reference personnel number.

The main personnel number has to be selected on infotype 163. The personal data of the employee (name, tax number, etc.) will be read from this personnel number.

If the main personnel number flag is set for several or for no personnel numbers, and their master data differ for the reference period, the program will include these personnel numbers on an error list and will not create a return for them.

In case of multiple relationships, a certain tax number will be processed if at least one personnel number of the employee is within the selection. However, in such cases, the program will process all personnel numbers connected to the tax number concerned.

  • Standard selection parameters
The report uses the standard selection screen, which needs to be started for a Payroll period.
For monthly declarers, the program cannot be started for a period prior to 03.2006.
The Company code parameter must always be specified within the standard selection parameters.
Out of the data posted in the relevant infotypes (name, tax number, etc.), the program uses the last valid data related to the given period.
Whether the employee belongs to the staff on the payroll or off the payroll will be decided on the basis of the employee group or employee subgroup entered in the Organizational Assignment (1) infotype and valid at the end of the data selection period or when leaving.
  • Report-specific selection parameters
The standard selection screen now has additional parameters for defining data related to the form to be generated and defining the actual program run:

Private person's tax number:Entering individual tax numbers(s) directly (optional)
Absence form (setting):,,The setting used in table T512E for the NYENYI will be used for determining the lost time codes and employment category codes of commission relationships (mandatory). In the sample company: HNY1
Start of merging in IT0041:In case of merging companies, the day of merger can be entered in IT0041. Entering the date type, the progam overrides the beginning of the relationship with the date stated in IT0041, if it is later than the beginning of the relationship (optional).
Release absences:The program will use the release type absences specified here as the basis for determining the insurance period other than the current period in all cases when defining a future period different than the current period. Also, this type of absences related to the employee will be considered when defining the months for which the employee is entitled to wages. (mandatory) (e.g. release from work, prepaid leave)
Simulation:,,If the program is run in simulation mode, the data of employees within the selection will not be stored, only displayed on the screen.
Productive:If the program is run in productive mode, the data of employees within the selection will be saved in cluster T5HV0.,,
Reading stored data: This option enables the display of data already created for a certain period (by a previous run), but no new return will be generated
Either of the three fields (Simulation / Productive / Reading stored data) is mandatory
Parallel production run prohibited:To avoid running the program parallel by more than one user, set this option for each run (in this case, the program can only be run if there is no productive run elsewhere).
Prepare form:If this option is selected, the filled forms will be displayed on the screen when the return is generated.
If it is not selected, only the error list but no data will be displayed on the screen.,,
Consider subsequent corrections:If correction records were made using the RPUHBMHX program, this option allows the program to be instructed - in the month of correction - to manage the corrected items. It should not be used in any other cases, because it slows down the program run.,,
(Optional, only for monthly returns, not used as of 2007)
Consider Q differences:Tax base differences stated in corrections declared in 2007 to 2006 (stored in Q records) to be transferred to 2007 and deducted from 2006 corrections

Create Q only:Creating Q records in case of returns for 02.01.2007. Not used as of 2008 (Detailed description see 2.7.5)
PPF based on 0057 only:If this checkbox is selected, the program will only read private pension fund codes based on infotype 0057,,
Employee group off the payroll:The employee group or group range should be specified, which contains persons off the payroll (mandatory).
Employee subgroup off the payroll:If persons off the payroll are categorized into one or more employee subgroups within the employee group, the subgroup (or range) of off-payroll staff has to be specified here.,,

The program can be run - even in several runs - until the company summary has been created for the specific company in a productive run, and the bar code confirmed by APEH has been registered in table T5HV4. After this registration the program cannot be run any more times in productive mode for the same specific period of the company concerned. For annual declarers, the check is only performed for 12.2006.

2.5,,Generating the forms and saving into cluster T5HV0

The report displays the form valid in the specific period based on the month specified in Payroll period or on the corrected months, by employees.

If the program is run in productive mode, data will be saved in cluster T5HV0.

2.5.1,,Creating the 0608 return

2.5.1.1,,0608M, 0608-03 - 0608-05: Individual summary data and tax data until 08.2006

Form H68P contains the individual summary.

The cumulated tax data accounted for the personnel numbers of the employee are displayed according to forms H68Q, H68R, H68S (sheet no. 03-05).

The reason for non-deduction of tax advance and the declaration of the severance pay split, along with any special identification data of the employee can be specified on infotype 0163.

Data concerning cost reimbursement declarations can also be specified on infotype 0163. Based on the above, the following data will appear on the form:

2.5.1.2,,0608-06: Contribution data of the current month

The contribution data accounted on the personnel numbers of the employee are displayed according to form H68Y, one sheet for each personnel number.

If data regarding block VII. needs to be displayed on several records for the employee (e.g. more than one lost time case or more than one position within a month), these will be displayed on separate 06 sheets, each with a new sequence number, with no data concerning block VI.

The Period as insured shall be as follows: in the case of employed persons, the part of the active period within the current month; in the case of persons in a commission relationship (HNY1 setting in table T512E), the part of the current month for which the Pension contribution to be paid by employer field of infotype 0164 is not empty.

If the employee switches from full-time to part-time (or vice versa) mid-month, data of block VI. should not be split; the last active day of the month determines whether the employee is considered part-timer or full-timer.

Inactive insurance and without income data are determined according to the absence codes set in the NYENYI form.

Employment category is read from the employment category as specified on infotype 0164 connected to NYENYI.

Important! From 2006, employment category codes 97, 98 and 99 cannot be used any more because monthly returns have to be created for all employees.

The reason for non-deduction of contribution field will be defined automatically in cases where the amount of contribution deducted is 0. These values can be overwritten with the corresponding value posted on infotype 0164.

2.5.1.3,,0608-07: Contribution data for a period other than the current period

2.5.1.3.1,,Wage for release for a period other than the current period

The future data of the employee for a period other than the current period are displayed according to form H682 in the case if a release for several months was accounted for the employee in the current month. Sheet no. 07 will be created only if the employee has a /M31 wage type. The relationship period will be filled with the period lasting from the first day following the release absence in current month until the last day of the release absence, read from infotype 2001 as specified on the selection screen.

2.5.1.3.2,,Income liable to contributions posted to the current month after leave

If income liable to contribution has been accounted for an employee for the current month after she/he left the company, sheet no. 07 will be created using the last active month of the employee as the reference period.

Regarding other data of the sheet: see description of sheet 06.

Currently, there are no other cases which would generate a sheet no. 07.

2.5.1.4,,0608-08: Contribution data of employees with Start card

If an employee's SI table contains a period during which she/he was marked as START-card employee on infotype 0164, sheet no. 08 will be created for her/him according to form H683.

A sheet no. 06 according to form H68Y will also be created for them, with block VI. left empty.

2.5.1.5,,0608-09: Data concerning GYES, GYED and passive services

If the employee's personal calendar contains an entry referring to GYES, GYED or passive sick pay, a sheet no. 09 has to be created according to form H68Z.

In the case of passive sick pay, the employment category will automatically be reported with code 97.

2.5.1.6,,0608-10: Data concerning EKHO

If an employee's SI table contains a period during which she/he was marked as EKHO-payer on infotype 0164, sheet no. 10 will be created for her/him according to form H685.

A sheet no. 06 according to form H68Y will also be created for them, with block VI. left empty.

2.5.1.7,,0608-11: Data of long-term job seekers and data concerning EHO

A sheet no. 11 according to form H686 is created for the employee in all cases.

If an employee's SI table contains a period during which she/he was marked as long-term job seeker on infotype 0164, block XVII of sheet no. 11 has to be filled in as well.

2.5.2,,Creating the 06082 return

2.5.2.1,,06082M, 06082-03 - 06082-05: Individual summary data and tax data for 0-12 month of 2006

Form H69P contains the individual summary (cover).

The cumulated tax data accounted for the personnel numbers of the employee are displayed according to forms H69Q, H69R, H69S (sheet no. 03-05).

The reason for non-deduction of tax advance and the declaration of the severance pay split, along with any special identification data of the employee can be specified on infotype 0163.

Data concerning cost reimbursement declarations can also be specified on infotype 0163. Based on the above, the following data will appear on the form:

2.5.2.2,,06082-06-01: Contribution data of the current month

The contribution data accounted on the personnel numbers of the employee are displayed according to form H69Y, one sheet for each personnel number.

The Period as insured shall be as follows: in the case of employed persons, the part of the active period within the current month; in the case of persons in a commission relationship (HNY1 setting in table T512E), the part of the current month for which the Pension contribution to be paid by employer field of infotype 0164 is not empty.

Employment category is read from the employment category as specified on infotype 0164 connected to NYENYI.

If the employee switches from full-time to part-time (or vice versa) mid-month, the sheet needs to be split and contribution data divided according to the proportion of time performed.

Important!From 2006, employment category codes 97, 98 and 99 cannot be used any more because monthly returns have to be created for all employees.

The reason for non-deduction of contribution field will be defined automatically in cases where the amount of contribution deducted is 0. These values can be overwritten with the corresponding value posted on infotype 0164.

2.5.2.3,,06082-06-02: Data concerning relationship

Relationship data are displayed according to form H69X.

Inactive insurance and without income data are determined according to the absence codes set in the NYENYI form.

2.5.2.4,,06082-07-01 and 06082-07-02: Data for a period other than the current month

Payments and other data for a period other than the current period will be displayed according to forms H692 and H699. These sheets are only created in the following cases:

2.5.2.4.1,,Differences arising from retroactive accounting for previous periods

If retroactive accounting for previous periods generates positive differences, these can be reported on sheet no. 07. If any line of the sheet would feature a negative amount, a correction needs to be created for the retroactively accounted month.

2.5.2.4.2,,Wage for release for a period other than the current period

The future data of the employee for a period other than the current period are displayed according to form H692 in the case if a release for several months was accounted for the employee in the current month. Sheet no. 07 will be created only if the employee has a /M31 wage type. The relationship period will be filled with the period lasting from the first day following the release absence in current month until the last day of the release absence, read from infotype 2001 as specified on the selection screen. If the release extends over to the following year, the first sheet no. 07 will display the relationship as lasting until the last day of the year, and a new sheet no. 07 will be created for the period extending onto the following year.

2.5.2.4.3,,Income liable to contributions posted to the current month after leave

If income liable to contribution has been accounted for an employee for the current month after she/he left the company, sheet no. 07 will be created using the last active month of the employee as the reference period.

Regarding other data of the sheet: see description of sheet 06.

2.5.2.4.4,,Earnings liable to contribution posted with wage type /6 concerning the previous year

If earnings for the previous year are entered with wage type /6, a separate sheet no. 07 will be generated for these. In order to fill in the sheet, the system will also need the period for which the earnings were paid. This period needs to be specified on infotype 0441, subtype 0010.

2.5.2.5,,06082-08: Data concerning START-card employees and long-term job seekers

If an employee's SI table contains a period during which she/he was marked as START-card employee on infotype 0164, block X of form H693 has to be filled in. From 01.09.2006, liabilities concerning the allowance base appear on sheet no. 06-01. If the paid amount exceeds the upper limit of the allowance, a new sheet no. 06 will be created for the liabilities regarding the part above the limit.

If an employee's SI table contains a period during which she/he was marked as long-term job seeker on infotype 0164, block XI of form H693 has to be filled in. Liabilities concerning the allowance base appear on sheet no. 06-01. If the paid amount exceeds the upper limit of the allowance, a new sheet no. 06 will be created for the liabilities regarding the part above the limit.

2.5.2.6,,06082-09: Data concerning GYES, GYED and passive services

If the employee's personal calendar contains an entry referring to GYES, GYED or passive sick pay, a sheet no. 09 has to be created according to form H69Z.

In the case of passive sick pay, the employment category will automatically be reported with code 97.

2.5.2.7,,06082-10: Data concerning EKHO

If an employee's SI table contains a period during which she/he were marked as EKHO-payer on infotype 0164, sheet no. 10 will be created according to form H695 for her/his EKHO-liable earnings. A sheet no. 06 will be created about non-EKHO earnings in this case as well. EKHO-liable payments concerning the previous period will also be reported in the lower block of this sheet.

2.5.2.8,,06082-11: Data concerning EHO

Data concerning EHO are filled in according ot form H696. EHO concerning to payments for previous period is cumulated into sheet no. 11 of the current month.

2.5.3,,Creating the 06084 return

2.5.3.1,,06084M, 06084-03 - 06084-05: Individual summary data and tax data

Form H64P contains the individual summary.

The cumulated tax data accounted for the personnel numbers of the employee are displayed according to forms H64Q, H64R, H64S (sheet no. 03-05).

The reason for non-deduction of tax advance and the declaration of the severance pay split, along with any special identification data of the employee can be specified on infotype 0163.

Data concerning cost reimbursement declarations can also be specified on infotype 0163. Based on the above, the following data will appear on the form:

2.5.3.2,,06084-06-01: Data concerning contributions of the current period

The contribution data accounted on the personnel numbers of the employee are displayed according to form H64Y.

The Period as insured shall be as follows: in the case of employed persons, the active period; in the case of persons in a commission relationship (HNY1 setting in table T512E), the part of the current period for which the Pension contribution to be paid by employer field of infotype 0164 is not empty.

Employment category is read from the employment category as specified on infotype 0164 connected to NYENYI.

Important! From 2006, employment category codes 97, 98 and 99 cannot be used any more because returns have to be created for all employees.

The reason for non-deduction of contribution field will be defined automatically in cases where the amount of contribution deducted is 0. These values can be overwritten with the corresponding value posted on infotype 0164.

The sheet needs to be created separately for each relationship, and split in the case of full-time/part-time changes.

2.5.3.3,,06084-06-02: Data supply for the current period

Relationship data are displayed according to form H64X.

Inactive insurance and without income data are determined according to the absence codes set in the NYENYI form.

2.5.3.4,,06084-07-01 and 06084-07-02: Data for a period other than the current period

Payments and other data concerning a period other than the current month will be displayed according to forms H647, H648 and H649. These sheets are only created in the following cases:

2.5.3.4.1,,Differences arising from retroactive accounting for the previous year

If retroactive accounting for the previous year generates positive differences, these can be reported on sheet no. 07. If any line of the sheet would feature a negative amount, a manual correction needs to be created for the retroactively accounted year.

2.5.3.4.2,,Wage for release for a period other than the current period

Since 2010, certain relationships have to be reported using a new employment category code (according to the APEH information of 22.01.2010)

As of 2010, the relationship sequence number cannot be the same even if the insured has entered into a relationship on different days but with the same employment category code (in the previous year, the relationship only needed to be marked with a new sequence number if somebody entered into a new relationship with the same employment category on the same day). Inactive insurance and without income data are determined according to the absence codes set in the NYENYI form.

On sheet 05, data about family contribution allowance and data of dependents mentioned in the tax declaration shall be reported. The sheet contains data according to form HC8T.

The program reads the object IDs of spouse / domestic partner and dependants from table ADO of payroll. Based on this, the child data will be read from table HU_GYER of payroll, or spouse / domestic partner data from the appropriate subtype of infotype 0021 (table T5H4E, code type A1).

1808-07: Other data, Percentual EHO

These data can be displayed using form HC8S.

The employer's percentile EHO data do not include the % EHO amount calculated for the 98% solidarity tax (appearing on sheet 06) and the EHO to be paid after certain non off-wage benefits (this needs to be entered manually in row 15 of the company summary).

If the employer has paid tax-exempt life insurance fee related to the employee, the amount of the fee paid in the current month has to be supplied in block Other data.

1808-08: Data concerning relationship

Legal relationship data are displayed according to form HC8X.

1808-09: Contribution data

The contribution data accounted on the personnel numbers of the employee are displayed in the return according to form HCBY, one sheet for each personnel number.

The Period as insured shall be as follows: in the case of employed persons, the part of the active period within the current month; in the case of persons in a commission relationship (HNY1 setting in table T512E), the part of the current month for which the Pension contribution to be paid by employer field of infotype 0164 is not empty.

In case of data resulting from module for payments in other relationships, insurance periods are filled in with data from tabel T5H83.

Employment category is read from the employment category as specified on infotype 0164 connected to NYENYI.

If the employee switches from full-time to part-time (or vice versa) mid-month, the sheet needs to be split and contribution data divided according to the proportion of time performed.

If the employee becomes a pensioner mid-month, the sheet has to be split.

If the employee's personal calendar contains an entry referring to GYED or passive service, a separate sheet no. 09 has to be created for the person concerned.

The 1. and 2. characters of the employment category field refer to a pensioner relationship, this needs to be filled in according to the value in the Pension type 2012 field posted on infotype 0164 based on the rules of the filling instructions of 1808.

Differences arising from retroactive accounting for previous periods:

If retroactive accounting for previous periods generates positive differences, these can be reported on a separate no. 09 sheet. If any line of the sheet would feature a negative amount, a correction needs to be created for the retroactively accounted month.

Wage for release for a period other than the current period:

Several no. 09 sheets will be created if a release concerning several months was accounted for the employee in the current month. For this purpose, the program will read release absences from the 2001 infotype as specified on the selection screen. The first no. 09 sheet will feature the data of the current month, while the second no. 09 sheet will be filled with the period lasting from the first day following the current month to the last day of the release absence. If the release extends over to the following year, a new sheet no. 09 will be created for the period extending onto the following year.

Income liable to contributions posted to the current month after leave:

If earnings liable to contribution have been accounted for the employee for the current month after she/he left the company, sheet no. 09 will be created using the last active month of the employee as the reference period.

Earnings liable to contribution posted with wage type /6 concerning the previous year:

If earnings for the previous year are entered with wage type /6, a separate sheet no. 09 will be generated for these, provided all correction wage types posted are positive. In order to fill in the sheet, the system will also need the period for which the earnings were paid. This period needs to be specified in infotype 0441, subtype 10, with a Data posting date and a Validity date both within the month of return.

If any of the correction wage types is negative, no sheet no. 09 will be created. A correction return will be created for the months affected by corrections, based on the correction data posted on infotype 0441 in monthly breakdown. The correction return will be created to the same depth - even if normally no correction would have been generated for the months concerned - as the depth of the data found by the tax return on infotype 0441, subtype 0010. If an employee's SI table contains a period during which she/he was marked as START-card employee or as the subject of the tax benefit for preserving the net value of wages on infotype 0164, form HC83 will be created. The type of the benefit has to be displayed in the header separately.

In 2018, the data regarding allowances can only be displayed on a sheet regarding the period before 2015.

If income liable to contribution has been accounted for an employee for the current month after she/he left the company, sheet no. 09-02 will be created using the last active month of the employee as the reference period.

Earnings liable to contribution posted with wage type /6 concerning the previous year:

If earnings for the previous year are entered with wage type /6, a separate sheet no. 09-02 will be generated for these, provided all correction wage types posted are positive. In order to fill in the sheet, the system will also need the period for which the earnings were paid. This period needs to be specified in infotype 0441, subtype 10, with a Data posting date and a Validity date both within the month of return.

If any of the correction wage types is negative, no sheet no. 09-02 will be created. A correction return will be created for the months affected by corrections, based on the correction data posted on infotype 0441 in monthly breakdown. The correction return will be created to the same depth - even if normally no correction would have been generated for the months concerned - as the depth of the data found by the tax return on infotype 0441, subtype 0010. For more details about posting correction data, see the user's documentation.

9/1/2108: Service data

If the employee's personal calendar contains an entry referring to GYES, GYED, ÖFD or passive service, a sheet no. 09-01 has to be created according to form HF8Z.

In case of national defense health damage supplement earnings, on sheet 09-01 the service period will be the part falling into the given month of the validity period entered in infotype 3234 for the wage type (the program calculates the wage type based on the value of the code type 32 of table T5H4E).

2108-10: Data concerning EKHO

If an employee's SI table contains a period during which she/he were marked as EKHO-payer on infotype 0164, sheet no. 10 will be created according to form HF85 for her/his EKHO-liable earnings. A sheet no. 09-02 will be created about non-EKHO earnings in this case as well.

2108-11: Other allowances obtainable from the social contribution tax

If the employee's SI table contains a period, when on IT0164 one of the tax allowances is selected (Job not requiring professional training, Under age 25/above age 55, E/e under age 25, max. 180 days employment, Person entering labor market, Employed after GYED, GYES, GYET, Employed in free business zone, Employed as researcher, PhD candidate, Above age 60 from public sector), then form HF84 is created.

2108-12: Data concerning simplified employment

If an employee's SI table contains a period during which she/he was marked as person in simplified employment on long run (employment category 60 + simplified employment category filled in) on infotype 0164, form HF87 will be created. The program reads the days (periods) of employment from infotype 0164, therefore infotype 164 has to be split to employed and non-employed periods.

2.5.26,,Creating the 2108INT return

2108INT_M: individual summary

The form HFIM contains a cover page. The tax and contribution data by private person are displayed according to the form HFIP.

2.5.27,,Creating the 2208 return

2208M: individual summary

Form HG8P contains the individual summary (cover).

State according to foreign private person:

If the Not domestic resident field is selected in infotype 0163, the field used for entering the state of residence is displayed (after pressing Enter). The country code entered there will be stated on the cover.

2208-04, 2208-05 and 2208-07: tax and other data

The cumulated tax data accounted for the personnel numbers of the employee (sheets no. 04, 05, 07) as well as the non-preferential part of the social contribution tax are displayed according to forms HG8Q, HG8T and HGFS.

The data related to the tax allowance of mothers with 4 or more children, and those of persons udner 25 have to be stated in a separate column. In the latter case, any changes result in correction return.

On the sheet number 04, it has to be indicated separately, whether the paying agent states a payment based on non-employment relationship in rows 304-306 and 314-315. For determining it automatically, the relevant wage types have to be set in a separate technical variable (XNFJ).

The reason for non-deduction of tax advance, along with any special identification data of the employee and data concerning cost reimbursement declarations can also be recorded on infotype 0163.

Information about the tax allowance has to be reported on sheet 05 as well.

In case of apprentices sheet 7 (and 9) should be filled in (with 0-s in the corresponding rows), even he/she has been in status Unpaid absence.

On the sheet number 07, it has to be indicated in rows 364-368, whether the natural person receiving the income is qualified as foreigner according to the Tbj. act. This information is read from infotype 0164.

2208-06: Data related to allowance and family contribution allowance of mothers raising four or more children

On sheet no. 06, data related to the allowance and family contribution allowance of mothers raising four or more children, and the data of dependents stated in the tax declaration have to be reported. The sheet contains data according to form HG8R.

The program reads the object IDs of spouse / domestic partner and dependants from table ADO of payroll. Based on this, the child data will be read from table HU_GYER of payroll, or spouse / domestic partner data from the appropriate subtype of infotype 0021 (table T5H4E, code type A1).

2208-08: Data concerning relationship

Relationship data are displayed according to form HG8X.

As from 2019, filling in the sheet 08 is mandatory also for non-insured periods, specifying that the person is not regarded as insured. FEOR and work time data shall also be entered for each person, if possible.

Technical variables are used for generating sheet 01-03 of the company summary (Certificate request for claiming tax allowance): If field IT0164-TAKER contains value I or J, starting date of the infotype record is stored in variable XKFK; in the case of value I, variable XCSI has the value X. The program checks the value of the field in the interval from start of the current month till the end of the 2. month after the current month.

On the sheet, the reason for non-calculation of minimum contribution has to be indicated in a separate box.

On the sheet, there is a separate box, which has to be selected if the specific legal relationship is to be considered as preferential in terms of subsidising petrol stations.

2208-09 and 2208-09-02: Contribution data

Sheet no. 09-02 contains the accounted contribution data for the personnel number of the employee (one sheet by personnel numbers) according to form HGBI. Apprentices are exceptions since the sheet no. 09 has to be used for them (form HGBY).

The Period as insured shall be as follows: in the case of employed persons, the part of the active period within the current month; in the case of persons in a commission relationship (HNY1 setting in table T512E), the part of the current month for which the Social contribution to be paid by employer field of infotype 0164 is not empty.

In case of data resulting from module for payments in other relationships, insurance periods are filled in with data from tabel T5H83.

Employment category is read from the employment category as specified on infotype 0164 connected to NYENYI.

If the employee switches from full-time to part-time (or vice versa) mid-month, the sheet needs to be split and contribution data divided according to the proportion of time performed.

If the employee becomes a pensioner mid-month, the sheet has to be split.

The 1st and 2nd characters of the employment category field refer to a pensioner relationship, this needs to be filled in according to the value in the Pension type 2012 field posted on infotype 0164 based on the rules of the filling instructions of 2208.

In case of apprentices sheet 9 (and 7) should be filled in (with 0-s in the corresponding rows), even he/she has been in status Unpaid absence.

Differences arising from retroactive accounting for previous periods:

If retroactive accounting for previous periods generates positive differences, these can be reported on a separate no. 09-02 sheet. If any line of the sheet would feature a negative amount, a correction needs to be created for the retroactively accounted month.

Wage for release for a period other than the current period:

Several no. 09-02 sheets will be created if a release concerning several months was accounted for the employee in the current month. For this purpose, the program will read release absences from the 2001 infotype as specified on the selection screen. The first sheet will contain the data of the current month, while the second will be filled with the period lasting from the first day following the current month to the last day of the release absence. If the release extends over to the following year, a new sheet will be created for the period extending onto the following year.

Income liable to contributions posted to the current month after leave:

If income liable to contribution has been accounted for an employee for the current month after she/he left the company, sheet no. 09-02 will be created using the last active month of the employee as the reference period.

Form HD84 is created if the employee's SI table contains a period, when on IT0164 one of the tax allowances is selected (Job not requiring professional certificate and employed in an agricultural job, Person entering labor market, Employed after GYED, GYES, GYET, Employed in free business zone, Employed as researcher, PhD candidate, Above age 60 from public sector).

2208-12: Data concerning simplified employment

If an employee's SI table contains a period during which she/he was marked as person in simplified employment on long run (employment category 60 + simplified employment category filled in) on infotype 0164, form HG87 will be created. The program reads the days (periods) of employment from infotype 0164, therefore infotype 164 has to be split to employed and non-employed periods.

The form HGIM contains a cover page. The tax and contribution data by private person are displayed according to the form HGIP.

2.7,,Other information and restrictions

2.7.1,,Correction return

Automatic:

  • If the value of a field has decreased compared to the value in a return for the same month due to retroactive accounting for the employee (i.e. a negative accounting difference is created). In this case, the correction sheet will be filled with the current payroll results of the employee.
  • If the difference originating from retroactive accounting is a positive amount (i.e. it can be included in the return in the current month) but the change happened in a field of the return which is set to type "Every difference will result in a correction" in the T5HVB customization table, the amount fields of the correction sheet will be filled with the originally returned amounts and other fields will be filled with the current data - e.g. if an absence is retroactively modified, the original month needs to be corrected.
  • In years 2006-2007: If the employee has reached the contribution maximum and giving back contribution was necessary due to some reason, then both the contribution and the contribution base needs to be re-spread for the previous months, and correction sheets have to be created of the months involved. In 2008, contribution to be given back is displayed in the current month, since from this time it is possible to display even negative amounts regarding employee contributions.
  • If the original return of a month contains a positive difference from the previous months (i.e. there are correctional items), then the return created by the new payroll accounting for this month will be inserted in the correction return using the original correction items.
  • If the user marked an employee for correction using the RPLVAHH0 program (called “enforced” correction).
  • If a correction is made for a month during which external data was also posted for the employee, then the program will create the external data of the month as external correction – of course, only in case if no external correction is posted in the current month for the month concerned.
  • In the case of negative correction wage types posted on infotype 0441, i.e. when corrections concerning the previous year have been entered using /6 wage types and include negative correction(s) as well. In such cases, corrections have to be posted to infotype 0441 in monthly breakdown, and the program will create a correctional return retroactively reaching back to the earliest data posted on infotype 0441, subtype 0010.

Deletion return:

  • If, regarding a certain tax number, the program reaches back to a month (either due to payroll accounting or to forced correction) for which a return was created at an earlier occasion but not this time, it will automatically generate a "cancellation" return.

2.7.2,,Manual correction of stored data

Data generated by the program can be manually corrected using transaction P2HM (for details, see the current user documentation).

Attention: Manual correction should only be performed with utmost caution and only in exceptional cases.

2.7.3,,Managing retroactive accounting differences

  • Up to the 9th month of 2006, positive retroactive accounting differences are added to the data of the current month, but a correcting return has to be created for negative retroactive accounting differences.
  • From the 9th month to the 12th month of 2006, a sheet no. 07 is created in the return of the current month for retroactive accounting differences if they are all positive. If there are negative differences, a correction will be made.
  • In 2006, positive differences originating from retroactive accounting at year limit are added to the data of the current month. Negative differences originating from retroactive accounting at year limit are not featured on the return in 2006.
  • From the 1st month of 2007, a sheet no. 09 is created in the return of the current month for retroactive accounting differences if they are all positive. If there are negative differences, a correction will be made.
  • From the 1st month of 2008, a separate sheet no. 10 is created in the return of the current month for retroactive accounting differences if they are all positive. If there are negative differences, a correction will be made.
  • Starting from 2007, positive differences originating from retroactive accounting at year limit are managed the same way as with in-year retroactive accounting. In the case of negative differences originating from retroactive accounting at year limit, a correction return is made for the previous period.
  • The personnel numbers accounted by using normal retroactive accounting have to be marked for correction.

2.7.4,,Other information

  • When performing corrections concerning previous periods, the reason of correction is saved in a technical variable (H_OK). This variable can be displayed in the cluster or queried using the check program. The stored correction reasons:
  • E01,,Gross(D) <> Revenue(B) - Costs(C)

In the case of cost reimbursement, the return differences originating from retroactive accounting are not consistent
  • E02,,Base = 0 and Tax/contribution <> 0

Within the return differences originating from retroactive accounting, the tax or contribution base is displayed as 0, but there are still tax or contribution differences
  • E03,,No change in base of 29%, change(s) in employee contribution bases

  • E04,,Negative value in one of the difference fields

  • E07,,A complete correction was already performed for a previous month

  • E08,,Variable from differences originated from retroactive accounting <> 0 (e.g. if field 202 of 0608M changes retroactively, a correction will be created, since it is currently not possible to transfer the difference to document 0708M)

  • Because data about private pension funds have to be declared in return 0708 but such data were not present in earlier returns, therefore whenever performing corrections to 2006, the system will create variables for the membership fees in the technical variables of the correction return due to technical reasons. These, will of course not be included in the form. These contain the followings:

  • X550C,,E/r suppl.

  • X551C,,E/e suppl.

  • X569C,,GYED,GYES m.fee

  • X570C,,GYED,GYES e/e.suppl

  • When changing private pension fund, any potential retroactive accounting differences have to be reported and paid to the new fund. The XMNYP variable was created exactly for this purpose, stored in sheet 1. of the individual return but not displayed on printouts. This variable contains the private pension fund code valid for the employee in the current month of the return. The inner sheets will all contain the code valid in the reference month. Based on the two codes, the system can determine which private pension fund to use for cumulating the membership fee difference arising from retroactive accounting during the creation of the company summary.
  • In case of taxable income paid for non-employed persons, the individuals do not requiring a sheet no. 08 have to be specified in the user exit "lap_2008m_81_vege_user_exit"

2.7.5,,Performing corrections referring to 2006 from 2007

In the 1st and 2nd month of 2007, corrections originating from retroactive accounting on year limit and referring to 2006 have included the new tax bases generated by the retroactive accounting (but not the taxes, which were generated in the 2007 payroll results and were therefore included in the 2007 return). This problem does not arise in cases where no corrections for 2006 originated from the retroactive accounting were generated, instead the corrections were featured in the return of the current month.

The "extra" tax base in the corrections made for 2006 causes a problem, mainly for those employees who have applied for tax assessment by APEH, since APEH prepares the tax returns using the most recent data for 2006. This way, if an employee subsequently received entitlements constituting a tax-base - with its taxes generated and stored in the 2007 current-month payroll results by payroll accounting -, APEH would add these to the tax base of 2006 due to the correction return, thereby assessing a higher tax amount than necessary. The same problem may arise in the case of individual and corporate assessors, if returns are checked by APEH retroactively. Therefore such tax base differences need to be corrected.

The correction process is the following:

1. Running RPLVADH0 for the 1st and then for the 2nd month of 2007, with the Create Q only option checked on the selection screen. This run will create items marked with a Q code for the 2006 months of the January and February returns, which include the year-limit retroactive accounting differences of the month concerned, but only for the tax sheets. These items will also be created for those months which no complete correction was created for in the current period.

2. Running RPLVADH0 for the 3rd month of 2007, with the Consider Q differences option checked on the selection screen. If this option is used during the run, the program will check whether employees have complete corrections in the January and February data regarding periods in 2006, and creates retroactive corrections reaching back to the month concerned even if this would not be necessary in the payroll accounting of March. During the assessments of March, the system will deduct the Q item fields from the returns of the complete correction months in which they are stored (generating the closing status of 2006), and add them to the month in which the accounting difference stored in the Q item was created.

After the above steps are performed, the return of March will contain the correct tax bases for 2006 and 2007. The RPLVADH0 program does not need to be run with the above settings any more; starting from March, year-limit differences will already be declared in the 2007 period when the return is created.

The above correction does not need to be performed for companies where no retroactive accounting was done for 2006.

Only step 1. needs to be performed for companies where retroactive accounting was done for 2006 but no differences originated from it.

Step 2. should be run before submitting the March returns, if there are any employees applying for tax assessment by APEH.

If the program containing the Q-management was not run or was not run for everyone during the March return, Q-creation needs to be performed for March as well, and the Consider Q differences option has to be checked when running the program for April.

2.7.6,,Performing corrections with incorrectly created Q items from 2008 to 2007

Year-limit retroactive accounting differences referring to 2007 are sometimes created with errors for START-card employees, which can in turn cause errors on the no. 10 sheets of the 2008 current month's return and the no. 08 sheets of the correction created for the 2007 reference month

The correction process is the following:

1. Running RPLVADH0 for employees with errors, for the months concerned (01.2008 and 02.2008), with the Create Q only option checked on the selection screen. This run regenerates the Q-items for the 2007 months of existing 2008 returns.

2. Marking any affected employees for correction for the affected months of 2007

2. Running RPLVADH0 for the current month, which will create the correct returns on the base of the corrected Q item

2.7.7,,The link between the Monthly tax return and the Private pension fund report; potential problems arising from this

The problem described here again only affects clients where retroactive accounting was allowed for 2006.

Because since the year 2007, the private pension fund report only creates those self-checks and supplementary declarations for previous years which were not declared in the monthly tax return, therefore it first checks whether an employee had a correction for 2006 generated in the month concerned. If they had, it will report the membership fee differences referring to 2006 which are featured in the payroll results of the month concerned. If an employee did have retroactive accounting cases, but the differences originating from this were declared in the tax return of the current month as data for other period, the private pension fund report will not report it.

If the case should arise that a company has an employee who did have a retroactive accounting for 2006 in recent months but it was included in the tax return of the current month, and it is later (e.g. in March) retroactively accounted again, creating a complete correction this time – then the difference referring to 2007 from the month concerned will be taken out from the monthly return (due to the correction), but the private pension fund report will still only report the current month difference. The membership fee differences from the previous month(s) will still not be included in the monthly return, nor in the Private pension fund report. In this case, a correction posted on infotype 0441 can be used to include the differences from the previous months in the Private pension fund report.

The monthly tax return will display a warning about such tax numbers during run.

2.7.8,,03.2011 - the majority of private fund members migrate back to the state pension system

The requirements for the mass migration of employees in individual returns:

  • Starting from the date of migration, the monthly tax return of members migrated to the state system may only include data related to the state system - this is the normal functioning of the return
  • If the tax return reaches back to months before the migration (due to retroactive accounting or forced correction), a return of pension contributions will be necessary in the individual returns for all subsequent payments - in accordance with payroll accounting - regarding migrated PPF-members. This means that the new return referring to the earlier months will also have to be prepared with the membership data of the current month. This means that no data referring to the private pension fund membership may be present on the cover or in the relationship sheets, and no contribution connected to the private pension fund membership may be present on the sheets containing the pension contributions. Due to this, the amounts featured originally in the Private fund membership fee / Private fund member's pension contribution lines of the retroactively accounted month will have to be included in the Pension contribution line of the new return.
  • However, because of the above described process, corrections mustn't be made and differences mustn't be generated for the retroactively accounted months, therefore during processing the program will convert the affected data of the monthly tax return prepared earlier into the lines of the return referring to non private fund members, in order to create the difference. This way there will be no separate correction made due to the migration to the state system.
  • The program considers all employees who are non-PPF members according to the setting of infotype 0057 in the current month, but they have been a member in the reference month as "migrated back into the state pension system".
  • The company summary and the check programs will also convert the data of individual monthly tax returns during processing in all cases where the current month of the run is after 03.2011
  • The P2HM transaction and the RPCLSTRH program display the originally created returns.
