Description

You use this report to create hospital statistics that are then sent to the Landesamt für Statistiken (office for statistics of German federal state).

According to the German regulations regarding federal statistics for hospitals (KHStatV), hospitals are obliged to provide the relevant Landesamt für Statistiken with statistics about their number of employees, divided into medical and non-medial personnel, by April 1 of the year following the reporting year. Unless otherwise specified, all data is based on the survey key date of December 12 of the reporting year.
Care and rehabilitation institutions as defined in section 107, paragraph 2 SGB V are not deemed to be hospitals. Rehabilitation institutions must fill out separate survey forms.

Medical Personnel (hospital statistics, record type 30)

Horizontal breakdown:
Doctors who have completed further training must be identified using the official name of their area of specialization or focus.
Doctors who have not completed further training and do not use an official specialist title, doctors who are still training, and dentists must be recorded separately.

Vertical breakdown:
The vertical breakdown is based on hierarchical activity within the
institution:
  Full-time specialist doctors (doctors with permanent contract;
          do not record guest, consultant, or observing doctors)
  Senior physicians
 Assistant medical directors
  Interns who have completed further training
  Interns in further training
  Non-full-time doctors
  Staff doctors
  Doctors hired by staffed doctors

Non-Medical Personnel (hospital statistics, record type 31)

Horizontal breakdown:
Breakdown by gender and part-time employment

Vertical breakdown:
The personnel groups of non-medical personnel are subdivided based on the list of services and costs specified by the federal regulation for hospitals (Bundespflegesatzverordnung). The assignment of the individual job titles to the functional areas corresponds to that specified by the hospital accounting regulation (KHBV).

Annual average of full-time employees:

In addition to the personnel employed on key date December 12, the number of employees during the reporting year must also be specified, converted to the full working time agreed. The conversion is based on part-time employees and employees who were not employed for the full period of time.
Overtime and on-call services are not included in the calculation.

Requirements

When you use report RPSKHSD0, note the following special features for hospital statistics:

You use the parameters to specify feature "Grouping of Personnel Areas" and the form for user wage types for determining full-time employees.

Program Flow

In the first step, the master data of the employee is provided. This comprises the following infotypes:

  • Infotype Actions (0000):
Only employees who were active on December 12 are included on the survey form. The personnel numbers of persons who left the institution before the key date are converted to full working time agreed and only recorded in the field for the annual average of full-time employees.
The payroll results are read and evaluated to calculate the annual average of full-time employees.
  • Infotype Organizational Assignment (0001):
Of particular importance here is the information about the service type, service category, and position of the employee. The assignment of the persons to a certain line of the survey form is based on the service type and service category if this information is sufficient.
For example, record type 31 (non-medical personnel, lines 400; 600-900)
If the survey form requires a more detailed differentiation of the personnel numbers, the assignment is based on the position.
For example, record type 30 (medical personnel, lines 30-900; 970-995)
Record type 31 (non-medical personnel, lines 1-390; 500-520)
  • Infotype Personal Data (0002):
The gender of the person is taken from this infotype. The last name, first name, and title are used for the additional lists.
  • Infotype Basic Pay (0008):
Field Employment Level is used to determine whether the employee is employed on a full-time or part-time basis.
In the second step, the report checks whether an infotype Public Sector Statistics exists for the employee.
  • Infotype Public Sector Statistics (0231):
It is possible to override the assignment of the person to a certain line or column of the hospital statistics using the specifications in this infotype.
If the infotype exists, the data from this infotype has priority for assigning the person on the survey form; otherwise the information in the infotypes listed above is used.

  • List of single cases
    List of the cases processed that are included in the hospital statistics
  • List of notes
    This list contains all persons who were overridden using infotype "Public Sector Statistics", subtype "Hospital statistics", along with a note.
  • Error list
    Persons who could not be processed:
    - Required infotypes are missing from the period selected.
    - The master data or tables have been encoded incorrectly.
